    The Government Electronic Tendering Service on Buyandsell.gc.ca/tenders is the sole authoritative source for Government of Canada tenders that are subject to trade agreements or subject to departmental policies that require public advertising of tenders.
    
    The Canadian Forces Military Police Group (CFMPG) of the Department of National Defence (DND) has a requirement for a training facility, resources and equipment to conduct Close Protection Operator Course (CPOC) and Close Protection Pre-Deployment Training (CP PDT), including Driving Training, on an as and when requested basis.
      
    In order to accommodate the CPOC, CP PDT and Driving Training year-round, the training facility must be located in a region that has a minimum monthly average temperature of -1°C (30°F) for each month of the year.
    
    The Contractor must provide on-site accommodation OR there must be commercial accommodation available within 50 km (31.1 miles) driving range from its training facility. Commercial accommodation must be at a minimum of 3 star rating. 
    
    The Contractor must provide a dining area large enough to feed breakfast, lunch and dinner meals to all DND personnel at the same time during the training OR there must be at least 3 types of commercial food establishments within 10 km (6.2 miles) driving range from its training facility.
    
    Canada may visit the facility proposed by the lowest evaluated price and technically compliant Bidder to confirm that the facility is as described in the Bid and that it meets the technical requirements described in the Bid Solicitation.  Refer to Part 4 - Evaluation Procedures and Basis of Selection of the Bid Solicitation document. 
    
    Bids submitted in foreign currency will be converted to Canadian currency for evaluation purposes. The rate given by the Bank of Canada in effect on the bid solicitation closing date will be applied as a conversion factor to the bids submitted in foreign currency. 
    
    There are security requirements associated with this requirement. 
    
    If your organization does not hold a security clearance issued by the Canadian Industrial Security Directorate (CISD) of Public Works and Government Services Canada (PWGSC), you are invited to request, as soon as possible, a security sponsorship by sending an email to the Contracting Authority at: marie-claude.lepage@pwgc-tpsgc.gc.ca. Bidders should not wait for the solicitation to close before advising the Contracting Authority of its sponsorship requirement. 
    
    The contract period will be for 2 years with the irrevocable option to extend the contract by 2 periods of one-year each.
    
    The requirement is subject to the provisions, the North American Free Trade Agreement (NAFTA), the Canadian Free Trade Agreement (CFTA) and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).
    
    This procurement is subject to the Controlled Goods Program. 
    
    The Phased Bid Compliance Process PBCP applies to this requirement.
