    Forensic Toxicology Analytical and Interpretative Services for the Royal Canadian Mounted Police
    
    1. Purpose and Nature of the Request for Information (RFI)
    
    Public Services and Procurement Canada (PSPC) is seeking Industry feedback regarding Forensic Toxicology Analytical and Interpretative Services to support Drug Impaired Driving Enforcement and Prosecution on behalf of The Royal Canadian Mounted Police (RCMP).
    
    The objectives of this RFI are to:
    
    a) Determine the interest and capability of suppliers to provide services described in this RFI;
    b) Provide the industry with the opportunity to assess the RCMP’s requirements;
    c) Solicit feedback and recommendations on any issues that would impact a supplier’s ability to fulfill the RCMP’s requirements; and
    d) Solicit industry knowledge and scientific expertise with regard to existing processes and capabilities that would increase the likelihood of a successful outcome of this initiative.
    
    2. Background Information
    
    In April 2017, Parliament introduced Bill C-46 An Act to amend the Criminal Code (offences relating to conveyances) which proposes to amend the provisions of the Criminal Code that deal with offences and procedures relating to drug-impaired driving by enacting new criminal offences for driving with a blood drug concentration that is equal to or higher than the permitted concentration. 
    
    The National Forensic Laboratory Service of the RCMP (heretofore referred to as the RCMP NFLS) will be working to provide the necessary forensic toxicology services required for the enforcement of the new offences and prosecution of the offenders. Forensic toxicology services involve the analysis of bodily fluid samples for the presence and concentration of drugs and alcohol, interpretation of the results of the analyses, reporting of the forensic conclusions resulting from the analyses and interpretation and expert testimony in court. It is expected that the legislative amendments, as proposed through Bill C-46 will lead to an increase in enforcement efforts to interdict drug impaired drivers which will lead to a commensurate increase in the number of bodily fluid samples which will require forensic toxicology analysis.  
    
    It is the intent of the RCMP to gain a better understanding of the capacity that currently exists in the private sector to provide forensic toxicology services in Canada for the purpose of supporting the enforcement of the provisions of Bill C-46 through the analysis of bodily fluid samples for the presence and concentration of drugs, the interpretation of the analytical results, the forensic interpretation of the results and the support of those results as expert witnesses in criminal proceedings.
