    Description

    Cette invitation à se qualifier (ISQ) est les deux premières phases du MAMC. Il continu le processus d’approvisionnement agile lancé par Services partagés Canada (SPC) au nom du gouvernement du Canada en 2019. Les fournisseurs sont invités à se pré-qualifier conformément aux modalités de la présente invitation à se qualifier (ISQ), décrites aux phases 1 et 2, afin de devenir des « répondants qualifiés ou RQ » pour toute phase ultérieure du MAMC, y compris les phases 3 et 4. Seuls les répondants qualifiés seront autorisés à soumissionner pour toute soumission subséquente émise dans le cadre du MAMC.

    Cette ISQ n'est pas une sollicitation de soumissions ou d'appels d'offres. Aucun contrat ne sera attribué à la suite des activités durant la phase ISQ du MAMC.

    La date limite de présentation des soumissions de l’ISQ est indiquée sur la page titre de l’ISQ et les détails à ce sujet se trouvent dans le portail APL.

    En 2016, SPC a adopté un nouveau système appelé Approvisionnement au paiement en ligne (APL) pour gérer électroniquement les processus d'approvisionnement jusqu'aux processus de paiement. L’APL intègre les processus de comptes payables et d'approvisionnement, permet l'acheminement automatisé des travaux et les notifications par courrier électronique, fournit des approbations électroniques de bout en bout et permet à SPC de passer au traitement sans papier. Les fournisseurs de SPC devront s'interfacer avec le portail APL de SPC pour cette invitation à se qualifier (ISQ).

    This Invitation to Qualify (ITQ) is the first two phases of the CSPV. It continues the agile procurement process started by Shared Services Canada (SSC) on behalf of the Government of Canada in 2019. Suppliers are invited to pre-qualify in accordance with the terms and conditions of this ITQ, described in Phases 1 and 2, in order to become “Qualified Respondents or QRs” for any later phases of the CSPV, including Phases 3 and 4. Only Qualified Respondents will be permitted to bid on any subsequent solicitations issued under the CSPV.

    This ITQ is not a solicitation of bids or tenders. No contract will be awarded as a result of the activities during the ITQ phase of the CSPV.

    The ITQ submission deadline is included on the front page of the ITQ document and is detailed in the P2P portal.

    In 2016, SSC adopted a new system called Procure-to-Pay (P2P) to electronically manage procurement to payment processes. P2P integrates accounts payable and procurement processes, allows for automated work routing and email notifications, provides end-to-end electronic approvals and enables SSC to move towards paperless processing. SSC's Suppliers will be required to interface with the SSC P2P portal for this Invitation to Qualify (ITQ).
