Migration Support Services Draft Request for Proposal

AMENDMENT TO RESPONSE DEADLINE CLOSING TIME: “NOTWITHSTANDING THE ABOVE NOTED RESPONSE DEADLINE TIME, the response deadline time is 14:00 EDT. Submissions after 14:00 EDTwill be rejected.” MSS Summary: Public Services and Procurement Canada (PSPC), on behalf of Immigration, Refugees and Citizenship Canada (IRCC), is requesting Industry feedback regarding the proposed strategies, approaches and requirements for the provision of Migration Support Services Respondents are requested to provide their comments, concerns, and where applicable, alternative recommendations regarding how the requirements or objectives described in the vision document of this draft RFP could be satisfied. The Contract Period for any resulting contracts will be for a 5-year operational period with options to extend for 10 additional 6-month periods. This approach will help achieve an end-state business and technical solution that meets the needs of Canada’s Citizenship, Refugee, and Immigration programs in the most effective way possible. IRCC contracts with service delivery providers (Contractors) to maintain a network of VACs that provide transactional and administrative support services to Applicants using a standardized service delivery approach. The VACs play a principal role in the mandatory collection of fingerprints and photographs (commonly referred to as “Biometrics”) for Applicants making an application to come to Canada. They provide appointment scheduling services for Applicants, verify the Applicants’ identity documents upon arrival at the VAC and perform Biometric Collections following IRCC’s procedures.
