Description
High River has used Serenic "Bellamy" Enterprise Resource Planning solution for over 25 years to support core business processes such as finance, budgeting, payroll, property taxes, municipal services, utility services, citizen self-service, and reporting. High River intends to replace this ERP solution with a modern, complete municipal financial software that is user-friendly for both staff and residents. In parallel, High River also intends to replace its manual process for planning and safety code permit management with a digital process which integrates with, or is included in the functionality of a new ERP.
With this Request For Proposals, High River intends to replace its existing financial ERP system with a proven, new financial ERP. High River's goal is to take advantage of a modern ERP that is designed around best practices allowing High River to streamline and improve processes that result in timely, accurate, and easy-to-access information. The new ERP system should achieve the following high level objectives.
a. Provide a new, complete financial municipal ERP solution with a remapped, robust General Ledger that include modules and/or connected applications for tax, utilities, accounts payable, accounts receivable, permit management, tangible capital asses, and financial controls for asset management.
b. Include a user-friendly and intuitive online portal for citizen self-service for resident to look up their account including tax and utilities, permit applications, and other information connected to their municipal account.
c. Increase the usefulness and ease of use of the ERP by staff, reduce staff time spend on integrations and fixes, and stabilize maintenance and support services costs.
In addition to the functionality identified above, High River require the proponent to provide all professional services associated with the solution, including but not limited to:
a. Project planning and management
b. Best practices guidance.
c. Installation
d. Systems configuration
e. Integrations
f. Data Conversion
g. Testing
h. Implementation
i. Training
j. Commitment to a Service Level Agreement for maintenance and support services.
Durée du contrat
La durée estimée du contrat sera de 35 mois, avec une date de début proposée du 2024/01/15.
