    Description
    The Ministry of Children and Family Development (the Ministry or MCFD) works to ensure that some of the most vulnerable children, youth and their families have the best possible chance to succeed and thrive. To support this goal, the Ministry funds a range of programs and services for children and families. The services are designed to promote healthy development, maximize quality of life, and support full participation in community life. The intent is to promote and develop the capacity of families and communities to care for and protect vulnerable children and youth.
     
    The Ministry of Children and Family Development (MCFD) is seeking proposals from Proponents to deliver Alternative Dispute Resolution, Family Support Worker, and Community Kitchen Facilitator within the community of Quesnel, BC.

    The maximum annual budget available is $216,294.00 for the provision of this service. The desired start date for these services is October 1, 2023, though a later start date no later than November 1, 2023, may be negotiated.
     
    The successful proponent will deliver a continuum of programmed services that provide Alternative Dispute Resolution including Family Case Planning Conferences (FCPC) / Family Group Conferencing (FGC), and Family Case Planning Support. The proponent will deliver services with the appropriate expertise for each of the program areas ensuring professional and qualified staff are assigned roles and tasks that increase outputs and improve outcomes for clients. The programs and services will follow appropriate Provincial Policies and Standards.

    The successful proponent will deliver a continuum of programmed Family Support services that provide and support FGC, FCPC, and Family Case Planning Support and direction to services. The program is staffed with a qualified Family Support Worker who directs services that empowers and strengthen families in their caregiving role. The intent is to increase family stability by increasing caregivers’ confidence and competence in their caregiving abilities and enhance children’s development in a supportive family environment.

    The intended outcomes would be for families’ ability to care for their children enhanced with children being at the centre of each process keeping the cultural, social, emotional, and physical interests of children paramount. Increasing the number of healthy and safe children within their families and community; children and families included in decisions affecting them; planning for children and families occurring in a timely manner; reliance on court process reduced; services are provided in a way that respects the individual’s culture; families experience improved communication and increased mutual understanding; family members are supported to create and implement their own plans; and family support networks are strengthened.

    The Community Kitchen Facilitator supports the families and the Family Support Worker in providing assistance with budgeting, nutrition, and cooking skills.

    The successful proponent will have a strong background in working closely with children, families, and the community to develop decisions concerning child welfare; assisting out-of-care placements and planning for permanent and reunification of children with families; provide non-adversarial alternatives to court; support cooperative planning, development, and implementation of a plan to keep children safe; and provide families the right to decline conferences in favor of other processes.

    In working with children and youth who are Indigenous, Metis, and Inuit, knowledge and understanding of Indigenous, Metis, and Inuit culture, values, and traditions is required.

    The proponent is encouraged to submit proposals that promote innovative strategies and services that maximize cost effectiveness and efficiencies.

    The annual budget for the program is $216,294.00 with the initial term of the contract to be from October 1, 2023 (or another negotiated start date) to March 31, 2025, with the option for six (6), two-year renewals at the sole discretion of the Ministry.
