Description
All provinces in Canada are responsible for providing livestock and poultry premises identification systems in accordance with the standards of the National Agriculture and Food Traceability System (NAFTS). On December 22, 2014, the Alberta Minister of Agriculture and Rural Development and the British Columbia Minister of Agriculture signed a Software Lisence Agreement granting British Columbia licence to use the Alberta Premises Identification Software Application (“Premises ID System”). The Premises ID System (http://www.agric.gov.ab.ca/premises) is a custom off the shelf public interfacing web-based application that allows agricultural producers, suppliers and processors to register their operation location, operation type, species type, and premises operation capacity and obtain a unique premises identification number.
The Premises ID System has been operational in Alberta since December 2008 and has succeeded in supporting the largest premises database in the country with over 24,000 unique premises. The Premises ID System meets all federal standards for premises registration and reporting. An overview of the Premises ID System currently in place in Alberta is provided via links in Appendix C. This overview includes a description of the “Apply Online For PID Account – Wizard” component, which is a series of screens that allows unauthenticated users to automatically generate a Premises ID without Ministry staff intervention.
The Ministry of Agriculture and Food, began the process of porting the Premises ID System to British Columbia’s technical infrastructure. The porting work was completed in June 2015. The porting work was primarily an effort to transfer the core of the Premises ID System from a DB2 database environment to an Oracle database environment. Per the lisence agreement, further modifications and improvements to the Premises ID System for use in British Columbia must be modelled and compatible to the Alberta Premises ID System currently in place. While respecting this obligation, both provinces recognize that the Premises ID System in British Columbia will be implemented in an Oracle database environment, thereby limiting the potential for direct code sharing or reuse.
By way of this RFP, the province seeks proposals from experienced application development vendors to provide modifications, emergency, and non-emergency fixes, on-going improvements, and maintenance to the BC Premises ID System. Previous modifications addressed major differences in the British Columbia land survey system. Modifications at this point are more quality of life changes for program staff or based on feedback from members of the public using the system. .. The intended outcomes for the BC Premises ID system to continue to work properly and provide the necessary results, updates, and improvements as the PID program evolves. Premises ID program registration is now mandatory, so this system support has never been more important than it is now. Contract payments are expected to be tied to mutually agreed work plans developed by the Ministry and the Contractor which may be either ‘time and materials’ or ‘fixed price’ based. The Ministry makes no guarantee as to the number of services that may be required or the total expenditure under the Contract or any optional Contract renewal. In addition, the Ministry makes no guarantee that it will require technical support and maintenance services in respect of the Premises ID system during the term of the Contract and any optional Contract renewal given that its business, and therefore system usage, is subject to change.
