    Description
    The Ministry of Water, Land and Resource Stewardship will conduct moose population inventories in winter 2023/2024 as part of its efforts to monitor and manage wildlife populations in the Peace Region. Conducting population inventories will provide updates to moose population estimates and assess the stability of populations via density, calf recruitment, and composition of bulls and cows, and assess the harvest rate of moose in priority areas of the Northeast. Two Bell 206 series helicopters and 2 BC Wildfire Service (BCWS) approved pilots will be required to complete the surveys. Surveys will take place in Wildlife Management Units (WMU) 7-19, 7-21 and 7-32. Methodology for these surveys will follow Stratified Random Block Sampling techniques.

    WMU 7-19 is located South-East of Tumbler Ridge. The survey will likely be based out of Tumbler Ridge and will require approximately 45 hours (8-9 days) of flying to complete. WMU 7-21 is located West of Tumbler Ridge. The survey will likely be based out of Tumbler Ridge and will require approximately 74 hours (12-13 days) of flying to complete. WMU 7-32 is located immediately southwest of Fort St John. The survey will likely be based out of Fort St John and will require approximately 52 hours (8-9 days) of flying to complete.
    Flights will involve flying predetermined blocks searching for moose. When moose are observed, the helicopter will circle the moose and allow the observers to classify species, number of animals, maturity, and sex. The Ministry does not guarantee the estimated number of flight hours as they are subject to change based on a variety of factors. There will be no daily minimums and no fuel surcharges. We are requesting an all-inclusive wet rate cost (inclusive of pilot wages, meals, accommodations, vehicle rental, hangar fees, etc.). The Ministry will not cover ferrying time for the initial arrival and departure to and from the point of deployment. The Contractor must be available to perform the services on an as, if, and when required basis within 48 hours-notice of deployment during the term: December 4, 2023 to February 29, 2024.
