Recreation Sites & Trails BC (RSTBC) is a branch of the Ministry of Environment and Climate Change Strategy (ECCS) which is responsible for authorizing construction, maintenance and rehabilitation of trails and trail networks as well as administration of a network of legally established trails and trail networks across the province. This is done for all manner of trail user throughout the province of British Columbia and in the spirit of the Trails Strategy for British Columbia. Many trail networks are managed in partnership with a variety of non-profit trail organizations.
RSTBC staff and partners are often engaged in the planning, development, upgrade and management of new or existing trail networks to ensure that they meet the needs of the users while being in compliance with provincial legislation, regulation, policy, strategies, standards and best management practices.
The purpose of this Request for Qualifications is to qualify Consultants experienced in the following Service Areas:
• Trail Planning / Assessment / Design
• Stakeholder Engagement
• Macro-scale Trail Planning / Land Planning
• Trail Network Planning
• Trail Field Design
• Trail Field Assessment
• Trail Construction
• Hand Built Trail
• Machine Built Trail
• Trail Maintenance
• Trail Rehabilitation
Based on the review of the RFQ Responses the Province intends to establish a List of Qualified Suppliers who, on an “as, if and when requested” basis, may be contacted directly, or asked to compete, to enter into a Contract(s) for provision of the services described in section 4.

Complete copy of each Response must be received before 2:00 PM Pacific Time on March 4th, 2024
