BC OIL AND GAS COMMISSION
NOTICE OF INTENT TO PURCHASE
The Oil and Gas Commission (Commission) is hereby giving notice of the intent to purchase Fixed Wing Aviation Services from Okanagan Mountain Helicopters for the purposes of detecting methane at well-sites in British Columbia from August to October 2022 for an expected price of up to $360,000.
In order to confirm the integrity of decommissioned oil and gas wells in BC, the Commission is contracting with Okanagan Mountain Helicopters to fly a methane detector over approximately 350 wells to collect information on the number that may be leaking methane to the environment. The detector is built and owned by Lasen Advanced Laser Technologies and Okanagan Helicopters has exclusive use of this equipment in Canada.
The Commission has chosen not to tender this purchase agreement for the following reasons:
Okanagan Mountain Helicopters is the one company that has proprietary use of this technology within Canada and a competitive process would not provide value to the Commission. The company has successfully conducted 5 aerial survey programs, over 550 decommissioned wells, using this equipment since 2017.
Vendors wishing to object to this decision should contact the procurement specialist via email Procurement@bcogc.ca on or before 2:00 p.m. local time on August 19, 2022 presenting specific reasons for their objections. Vendor ability to offer services of similar quality at a lower cost in the same time frame will be the key criteria with regard to the consideration of vendor objections.
