RFP - KBH Steam Plant Retrofits – ECM Burner Replacement- Mechanical Contractor Services

Project Description: 
The Scope of this project is to Replace existing Weishaupt burner on Volcano Steam Boiler (V-2) for increased firing rate turndown, increased efficiency and reduced emissions with natural gas and oil dual fueled burner.
Burner Upgrade Replacement to include (but not limited to):

• Supply and replacement/installation of one (1) Weishaupt high efficiency dual fueled burner, with WM-GL30/3A, ZM-R, standard head, Emissions < 60 PPM NOx, 14,700,000 BTUH fully modulating gas (6:1 turndown on natural gas, low fire of 2,450,000 BTUH) and light oil (2.8:1 turndown on #2 oil, low fire of 5,250,000 BTUH) burner onto the existing Volcano BF V-2 steam boiler at Kootenay Boundary Regional Hospital (KBH), including W-FM200 parallel position modulating combustion control and RWF-55 Siemens modulating pressure control with 4 – 20 mA pressure transmitter. The burner shall match to the burner previously installed/replaced on the existing V-1 boiler.
• Parallel positioning combustion control complete with O2 analyzer and trim system.
• Any additional material and labor allowance to add local and DDC control with panel mounted selector switch, additional interlock relays, reinstallation of original Low Water Cutoff and Feed Water relays, local and remote alarms with all indicator lamps, reset and silence functions to match V-1 boiler operation and DDC control.
• Allow for a necessary fuel train welding and a new burner adaptor plate.
• Allow for connection and commissioning of both gas and oil fuels.
• Include/allow for documentation, application and submittal time to complete Product Approval and Design Registration permit as well as cost of TSBC Design Registration and applicable gas installation permit fees.
• Burner package shall be eligible for the Fortis BC steam boiler rebate program (typically 75% of cost for burner/parallel position with O2 trim upgrade to a maximum of $49,000.00).
• State current equipment delivery/lead time as weeks upon approval and sign off on burner specifications.

• Electrical service upgrades.
• Asbestos abatement, confined space entry rescue team, or refractory brick repairs.
• Control integration and commissioning.
• Additional costs associated to the fuel oil pump station.
