Description
Contractors are invited to bid on a tender for forest road, bridge and log dump maintenance and deactivation. The contract may also include minor road construction/bridge projects and emergency repairs of Forest Service Roads (FSR). The work will primarily be in the Sayward Forest just North of Campbell River, the Heber/Saunders/Horseshoe Operating Area North of Gold River and the Burman/Black Creek/Jacklah Operating Area South of Gold River. The Burman/Black Creek/Jacklah Operating Area is accessible by water. The rest are accessible by 4x4 vehicle. Works may include other areas within the BCTS Campbell River Operating Area (see Overview Map found in the RFx documents).
This contract requires the expertise of an experienced forestry road contractor familiar with all phases of road maintenance and construction, deactivation and bridge maintenance and installation. The Contractor must supply equipment and experienced operators to complete the works.
The contractor will be required to maintain roads following the instructions of site-specific plans, the Forest Range and Practices Act (FRPA), the Ministry of Forests Engineering Manual and the specifications contained in the schedules of the contract. Maintenance plans and priorities frequently change, and the Contractor must be flexible and adaptable to a changing schedule.

Deadline for receiving questions is 4:00 pm on March 21, 2023. If questions are received, a Question & Answer document will be posted to BC Bid by March 23, 2023.
Tender submissions must be submitted in accordance with the terms and conditions specified in the tender package.
The lowest priced or any tender will not necessarily be accepted.
Be aware that BCTS has made changes to its EMS and SFM programs to meet the updated 2022 Sustainable Forestry Initiative (SFI) Forest Management Standard. Changes impacting BCTS clients include new training requirements (Table 008-1, 008-1A, Tailgate Training, SFI Awareness documents, and new Indigenous rights awareness training, as well as changes to training frequency and a new continuing education component). In addition, note changes to EMS/SFM Environmental Field Procedures and Incident Reporting Procedures which occurred June 1, 2022.
Supervisors and workers will need to be familiar with these changes prior to commencement of operations. These documents are posted on our external EMS/SFM website at BC Timber Sales - Business Area Environmental Management System (EMS) and Sustainable Forest Management (SFM) - Province of British Columbia (https://www2.gov.bc.ca/gov/content/industry/forestry/bc-timber-sales/forest-certification/ems-sfm). More information on SFI available at www.forests.org.
As a condition of finalizing any service contracts with the Province, including service contracts arising from procurement processes, those contracts will require that all contractors and their personnel and any subcontractors and their personnel who will access BC government workplaces be fully vaccinated with COVID-19 vaccines approved for use in Canada, subject to any authorized exemptions. Such contracts will contain associated provisions required by and satisfactory to the Province regarding the foregoing, which may include provisions regarding mitigation measures for exempt personnel, compliance, enforcement, and the use of an attestation certifying compliance or presentation of a BC Vaccine Card by personnel.
Unverified bid results will be posted to BC Bid after tender opening and once awarded the contract award results will be available on BC Bid.
