Summary Details:This Request for Proposals ("RFP") is an invitation by the District of Summerland (the “District”) to prospective Proponents to submit non-binding Proposals for the provision of services to remove, dispose, supply and replace seven (7) aging natural gas-fired Roof-Top Units (RTUs) at the District of Summerland Municipal Hall building, as further described in Section 2 - Deliverables.
The overall objective of the Municipal Hall HVAC Upgrade is to replace seven (7) of the aged out Roof Top Units to prepare for newer higher efficiency and lower emission heat pumps, as outlined in the attached drawings and specifications.
The following scope of works is recommended as a minimum and is not limited to:

Submission of Proposals
To be considered, Proposals must be submitted via BC Bid’s Supplier “e-Bidding” submission functionality or by email.
Term of Engagement:
The successful Proponent should be prepared to commence work (submittals, order equipment, etc.) immediately after the Agreement is awarded. The Agreement shall be valid from the date of contract award until the project is complete. Proponents shall provide their proposed schedule with their Proposal.
Conditions for Participation and Requirements to Request to Participate:
The Supplier shall provide the District with proof of the following prior to beginning work on this project:

This procurement is subject to the Canadian Free Trade Agreement (Chapter Five), and the New West Partnership Trade Agreement. This procurement may be subject to the Canada-EU Comprehensive Economic Trade Agreement (Chapter Nineteen).
The overall objective of the Municipal Hall HVAC Upgrade is to replace seven (7) of the aged out Roof Top Units to prepare for newer higher efficiency and lower emission heat pumps, as outlined in the attached drawings and specifications.
The following scope of works is recommended as a minimum and is not limited to:
- All labour, equipment and resources for the supply, installation and commissioning of the new high efficiency Roof Top Units in accordance with the design intent drawings issued as part of this tender.

- In order to remove the existing equipment from the roof, temporary weather protection will be required during this phase.
- It should also be noted the contractor shall allow in their bid for an insured industrial moving and cranage company to carry out any equipment lifting. An approved lift plan must be provided before prior to commencement of the lift.

- All labour, equipment and resources for the supply, installation and commissioning of the new equipment and modifications in accordance with the design intent drawings, including the following energy upgrades

- Supply & install new heat pump Roof Top Units & associated ancillaries
- Supply & install new exhaust fan & associated ancillaries
- Modify existing/install new roof curbs/adaptors.

- Specifically, the contractor shall allow the following trade works, but not limited to:
- Natural gas piping, testing of existing gas lines, replacement of piping/regulators as required.
- Thermal insulation
- New roof curbs & curb adaptors
- Ductwork modification
- Sheet metal installation
- Commissioning of new and existing systems, air balancing, & duct cleaning
- Controls/electrical wiring
- Signed & sealed structural drawings for repositioned units.
- Permits (gas, refrigeration, electrical etc)
- Operation and maintenance manuals (3x hard copies and 1x electronic copy)
- Standard operating procedures
- Removal & replacement of existing electrical feeders to Roof Top Units as shown in the drawing specifications.
- Prior to commencement of the removal works, the contractor is to carry out a visual inspection of the system and localised work areas to ensure that no asbestos or lead based material is present in the redundant services. If asbestos or lead based material is found or there is reasonable evidence to suggest hazardous material is present, the client and consultant must be immediately informed and the appropriate action will be instructed to the contractor. A hazardous material report is available for review.
- Where possible the existing roof penetrations shall be reused. Allowance shall be made by the proponent to make good the existing (or new) penetrations through the roof structure to ensure they are watertight upon completion to the client's approval.
- The proponent must also make due allowance for all builders work and permits.
- All new ductwork shall be thermally insulated as part this contract to the satisfaction of the client.
- Position and seismically restrain all equipment and piping as required by code and local jurisdiction requirements and as per the detailed design drawings.
- Verify that all existing local power supplies and piping are installed correctly and are operational.
- The contractor must also make due allowance for all electrical wiring, testing and permits as part of the contract.
- Fire-stopping and smoke seals on all mechanical services which partially of completely penetrate fire rated building components to BC Building code 2018.
- General balancing of new systems and documentation containing detailed instructions for maintenance and operation of mechanical systems and components by an independent firm. Three copies of hard cover - extension type maintenance manuals, and one digital copy.
- Provide one-year warranty on new system and equipment.
- Manufacturer's start-up service on new equipment.
- Electrical power wiring and switches pertaining to the mechanical equipment not normally supplied as part of the equipment.

- A Business License that allows the Supplier to perform work in Summerland (either a Summerland Business License or an Inter-Community/Mobile Business License from another Okanagan-Similkameen municipality).
- WorkSafe BC Clearance Letter addressed to the District of Summerland, indicating that account is active and in good standing.
- Commercial General Liability Insurance, Installation Floater, and Automobile Liability Insurance as per the requirements detailed in Appendix A – Form of Agreement.
