    REQUEST FOR PROPOSALS

    RFP-2023-08 - Wood & Organic Materials Grinding at Summerland Sanitary Landfill

    Summary Details:
    This Request for Proposals (“RFP”) is an invitation by the District of Summerland (the “District”) to prospective Proponents to submit non-binding Proposals for the provision of white wood, brush, tree, stump & and organic materials grinding at Summerland Sanitary Landfill, as further described in the RFP Section 2 - Deliverables.
    In general terms the scope of work for each grinding event includes, but is not limited to:
    1. Mobilization and demobilization;
    2. Providing all labour, equipment, materials, fuels, licences, permits, insurances, safety plans, fire and dust suppression plans, security and all other things necessary to perform the work in accordance with the agreement at the Proposal prices for the full term of the awarded agreement;
    3. Perform the chipping process, for the different types of wood and organic materials (generally entailing wood waste materials, trees, prunings, brush, yard and garden waste, tree stumps and agricultural tree stumps/organic material) that must be stockpiled separately and stored in separate areas of the landfill;
    4. Product gradation control to ensure production of a graded, finished material with maximum metal removal and specified minimum/maximum dimensions suitable for future use as biosolid compost feedstock, food scrap compost, other compost feedstock, standalone compost feedstock, animal bedding, co-generation feedstock, landscaping materials and landfill operational materials. It should be noted due to the numerous uses for suitable end products; preference will be given to the Proponents capable of providing a variety of chip/particle sizes and maximum metals removal.
    5. On-site loading, transportation, and stockpiling and/or loading of transportation vehicles for off-site destinations, as directed by the District;
    6. Contaminant removal, separation, transporting, and stockpiling of contaminants;
    7. Safety provisions;
    8. Fire and dust suppression;
    9. Site preparation and restoration of site upon completion of each occurrence of the work.
    The Contractor should be fully self-contained, in that they will not require assistance from District staff and equipment.
    The Contractor will be expected to uphold the highest operational standards and to comply with the District’s Landfill Operational Certificate issued by the Province of British Columbia. The Contractor must comply with all applicable bylaws and regulations of the District and all applicable laws of the Province of British Columbia and the Government of Canada.

    RFP Documents:
    BC Bid (https://new.bcbid.gov.bc.ca/) is the only authorized website to obtain competitive bid documents for District of Summerland opportunities. The District of Summerland shall not be held responsible for competitive bid documents that are located on any other website. Procurement documents are available for download at BC Bid by searching for opportunities posted by the District of Summerland.
    The RFP documents set out:
    1. The details of the goods or services that the District is seeking, as further described in Section 2 - Deliverables;
    2. The process for submission, evaluation and award of the Agreement;
    3. The proposed terms and conditions of the Agreement; and
    4. The forms which outline the information a Proponent should submit in their Proposal.

    Submission of Proposals
    To be considered, Proposals must be submitted via BC Bid’s Supplier “e-Bidding” submission functionality or by email in accordance with the instructions in the RFP.
    Proposals must be received no later than the RFP Closing Date and Time. It is solely the responsibility of the Proponent to ensure that the Proposal is received on time.

    Term of Engagement:
    The Agreement shall be valid for an initial term of two (2) years, with the opportunity to renew for one additional period of up to three (3) years, upon the mutual agreement of both parties for the renewal period.

    Conditions for Participation and Requirements to Request to Participate:
    Proposals not clearly demonstrating that they meet the following mandatory criteria may be excluded from further consideration in the evaluation process:
    Mandatory Criteria:
    1The Proposal must be received by the Closing Date and Time, in accordance with the requirements of Section 3.1 – RFP Schedule
    2The Proposal must be submitted in accordance with the requirements of Section 3.8 – Submission of Proposals
    3The Proposal must include the following completed forms:
    • Appendix B – Submission Form
    • Appendix C – Pricing Form
    4The Proposal must include the information requested on the following forms, either on the forms or a format of their choice:
    • Appendix D – Rated Criteria Form

    The Supplier shall provide the District with proof of the following prior to beginning work on this project:
    • A Business License that allows the Contractor to perform work in Summerland (either a Summerland Business License or an Inter-Community/Mobile Business License from another Okanagan-Similkameen municipality).
    • WorkSafe BC Clearance Letter (or equivalent if the Contractor operates in another jurisdiction) addressed to the District of Summerland, indicating that account is active and in good standing.
    • Commercial General Liability Insurance coverage as per the requirements detailed in Appendix A – Form of Agreement.
    • Automobile Liability Insurance coverage as per the requirements detailed in Appendix A – Form of Agreement.
    • All-Risk Property Insurance as per the requirements detailed in Appendix A – Form of Agreement.

    Procurement Method:
    Request for Proposals. The District reserves the right to negotiate. The District may request a Best and Final Offer (BAFO).

    The District of Summerland is subject to the Canada-EU Comprehensive Economic Trade Agreement (Chapter Nineteen), the Canadian Free Trade Agreement (Chapter Five), and the New West Partnership Trade Agreement. This procurement is subject to the New West Partnership Trade Agreement and the Canadian Free Trade Agreement (Chapter Five), and may be within the scope of the Canada-EU Comprehensive Economic Trade Agreement (Chapter Nineteen).
