Summary Details:The District requires an experienced dock/pier contractor to construct a new pier at Gordon Beggs Rotary Beach, 14877 Lakeshore Dr S, Summerland, BC V0H 1Z1.
CWMM Consulting Engineers Ltd. completed the detailed design for the new pier in consultation with Shoreline Pile Driving & Wharf Construction Ltd. The detailed design has been provided with Addendum 2. The footprint of the new pier will be designed to match the Original Pier, but the new pier shall be supported by approximately 51 steel pilings instead of 57 wood pilings with three concrete pillar supports. The pier will be designed without handrails, benches, swim ladder, and other appurtenances. Such additional features may be designed at a later date, in which case construction of said features may be awarded to the Contractor via a contract amendment.

Submission of Quotations
To be considered, Quotations must be submitted by EMAIL ONLY in accordance with the instructions in the RFQ documents.
Quotations must be received no later than the RFQ Closing Date and Time. It is solely the responsibility of the Respondent to ensure that the Quotation is received on time.
Term of Engagement:
The successful Respondent should be prepared to commence work immediately after the Agreement is executed. The District’s strong preference is for the construction to be completed this spring. In order to complete the work this spring, all construction in the water (e.g. pilings) must be completed by March 27, 2024 due to environmental restrictions related to mussels.
Alternatively, if the District is unable to award the Agreement promptly due to delays receiving Section 11 Authorization from the province, the work may be postponed until September 2024.
Conditions for Participation and Requirements to Request to Participate:
Quotations not clearly demonstrating that they meet the following mandatory criteria will be excluded from further consideration in the evaluation process.
The Supplier shall provide the District with proof of the following prior to beginning work on this project:

This procurement is subject to the New West Partnership Trade Agreement and may be subject to the Canadian Free Trade Agreement (Chapter Five). The District is subject to the Canada-EU Comprehensive Economic Trade Agreement (Chapter Nineteen); however, this procurement will not be within the scope of that agreement.

The Supplier shall provide the District with proof of the following prior to beginning work on this project:
- A Business License that allows the Contractor to perform work in Summerland (either a Summerland Business License or an Inter-Community/Mobile Business License from another Okanagan-Similkameen municipality).
- WorkSafe BC Clearance Letter addressed to the District of Summerland, indicating that account is active and in good standing.
- Commercial General Liability Insurance coverage in the amount of $5,000,000 including coverages for products and completed operations, naming the District as an Additional Insured.
- Automobile Liability Insurance coverage in the amount of $5,000,000.
- Environmental Impairment/Pollution Liability Insurance is strongly desired but not a requirement.
