    1. Invitation to Respondents - ​​To obtain RFSQ documents please visit the College's Bonfire Portal at https://ssfc.bonfirehub.ca/opportunities/62131
    This Request for Supplier Qualifications (“RFSQ”) is an invitation by The Sir Sandford Fleming College of Applied Arts and Technology (the “College” or “Fleming College”) to prospective respondents to qualify in accordance with Evaluation of Responses (Part 2) for eligibility to provide General Contracting Services for new residence buildings at the Haliburton Campus, as further described in Section A of the RFSQ Particulars (Appendix B) (the “Deliverables”). 

    In preparation for a planned tender for the construction of the Haliburton Student Residence Buildings at the Haliburton School of Art and Design, Haliburton Campus, 297 College Drive, Haliburton, ON, K0M 1S0 (the “Project”), the College is undertaking a pre-qualification process to General Contractors.  Only pre-qualified General Contractors qualified through this RFSQ process will be invited to bid on this Project for the College.  Subsequent construction phases, if/when approved, will be issued for tender to only those General Contractors who successfully qualify as a result of this RFSQ process. 

    The Project will involve the construction of four (4) Residence Buildings with rooms for students and visiting faculty. The buildings will have suites for single and double occupancies as well as accessible suites and general-purpose rooms that can be used for events and student activities. 

    Construction is anticipated to occur over three (3) phases as three (3) separate construction contracts and be tendered to only General Contractor’s selected through this prequalification process.  Tendering of subsequent phases will be contingent on internal College approvals, funding, as well as the completion of the preceding phase, and would occur over a multi-year period.  The total value of construction over all phases is anticipated to be in the range of $20-23 million.

    The first phase of construction is anticipated to be tendered shortly after the completion of this prequalification process, with a construction start of May 1, 2023.  Pending College approval, construction of future phases is anticipated to occur sequentially and start by May 1, 2025, for a second phase and May 1, 2026, for a third phase.

    Buildings are anticipated to be load bearing wood framing with some structural elements constructed of cast in place concrete as well as load bearing concrete masonry units.  A full mechanical, electrical, communications and security scope will be included as part of the project.  Additionally, the Project scope will include extensive site servicing including regrading, paving, stormwater retention and electrical infrastructure.
    1. RFSQ Contact
    For the purposes of this procurement process, this RFSQ will be issued and managed by the architect, Brook McIlroy Incorporated (the “Architect”).  Accordingly, all references in this RFSQ to the “College” in connection with the issuance and management of the procurement process shall include a reference to the “Architect.”

    In accordance with Section 3.2.1, respondents should promptly examine all of the documents comprising this RFSQ and may direct questions or seek additional information in writing by email to the RFSQ Contact on or before the Deadline for Questions. No such communications are to be directed to anyone other than the RFSQ Contact.  The College will not accept any respondent’s communications by any other means, except as specifically stated in this RFSQ.

    1. Prequalification Process
    Responses will be evaluated in accordance with the evaluation process set out in Part 2 of the RFSQ.

    Based on the evaluation of the qualified responses in Stage II, the College intends to select approximately eight (8) of the highest scoring respondents for inclusion on a prequalified supplier list for eligibility to participate in a planned invitational second stage competitive process for the procurement of the Deliverables.
