High Definition Television Signal, Programming and Maintenance Services

This Request for Proposals (RFP) is an invitation by the Toronto Police Service (TPS) to prospective and qualified proponents to submit proposals for the non-exclusive supply and delivery of High Definition Television Signal, Programming and Maintenance Services for various locations of TPS, as further described in section 5 of this RFP. Interested proponents will provide technical and pricing proposals as per sections 1.2 and 7. For information on intention of award, refer to section 2.13.

SUBMISSION REQUIREMENTS
Proposals must be submitted through the MERX Electronic Bid Submission (“EBS”) System (https://www.merx.com/).

Uploading large documents may take significant time, depending on file size and internet connection speed. It is strongly recommended that Proponents review the MERX EBS instructions well in advance of the submission deadline and allow sufficient time before the submission deadline to upload documents and finalize their submissions. Proponents making submissions near the deadline do so at their own risk. The determination of whether the Bid is delivered by the submission deadline shall be based on the electronic time and date stamp generated by the MERX EBS System server, whether or not accurate. Vendors are to submit their proposals through the MERX EBS System prior to 1:00:00 P.M. (Toronto local time) on Friday May 31, 2024.

OBJECTIVE
The objective of this Request for Proposals (RFP) is to solicit proposals from qualified vendors for the non-exclusive supply and delivery of High Definition Television Signal, Programming and Maintenance Services for various locations of TPS.

MANDATORY REQUIREMENT(S)
Vendors to refer to Section 1.2 of the RFP addressing required forms for submission. Only those firms satisfying the mandatory requirements will proceed to Stage 2 of the evaluation process (Refer to Section 7.3 Stages of the Evaluation, therein the respective RFP).

TERM OF THE CONTRACT
The term of the contract(s) for the provision of services shall commence upon award for a base term of three (3) years, plus the option to extend for an additional and combined two (2) year period.  

PIGGYBACK (IF APPLICABLE)
The TPSB/TPS may, upon request, permit other public bodies and the Police Cooperative Purchasing Group (PCPG) to purchase against any part of the contract which may result from this RFP. Proponents are requested to indicate on the Pricing Submission form if they will extend the pricing, terms and conditions of this proposal to other government agencies including PCPG, if the proponent becomes the successful services provider. If the successful proponent agrees to this provision, participating agencies may enter into a contract with the successful proponent for the purchase of services described herein based on the terms, conditions, prices, and percentages offered by the proponent. Minor changes in terms and conditions may be negotiated by participating agencies.

NON-EXCLUSIVITY
The creation of this RFP shall not be a guarantee of exclusivity.
