Title :  New Anthropomorphic dummies and components


1.  Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award to the pre-identified supplier.

2.  Requirement, technical requirement and justification

2.1  Requirement

Public Works and Government Services Canada intends to negotiate
with Humanetics Innovative Solutions, located in Plymouth,
Michigan, US, on behalf of its client, Defence Research and
Development Canada - Valcartier (DRDC), to issue a Standing
Offer for the supply of new Anthropomorphic dummies and
components.

All Hybrid III must be provided with the, pedestrian knee blocks
to replace friction sliders, and zipper leg flesh.

Hybrid III Instrumented lower leg assembly shall include:
- 1X Model 7205 Leg Tube Assembly
- 1X Model 2110 Knee Blank
- 1X Model 3448 Upper Tibia Blank
- 1X Model 3644J-FL-48-30 5 Channels lower tibia load cells

The offeror must also be able to inspect, repair, calibrate and
certify damaged equipment owned by DRDC Valcartier.

2.3  Justification

Humanitics Innovative Solutions is the only known supplier to
supply new Anthropomorphic Dummies that meets the requirements
below and offering the complete service of inspection,
maintenance, repair, calibration and certification of damaged
equipment owned by DRDC Valcartier. In accordance with
government purchasing policies, we propose to award a Standing
Offer to Humanitics Innovative Solutions, which is, to our
knowledge, the only firm capable of providing the required
services.

3.  Trade Agreement

This procurement is subject to the following trade agreements:

Agreement on Internal Trade (AIT)
World Trade Organization - Agreement on Government Procurement
(WTO-AGP)
North American Free Trade Agreement (NAFTA)

4.  Government Contracts Regulations Exception

The following exception to the Government Contracts Regulations
is invoked for this procurement under subsection 6 (d) - "only
one person is capable of performing the work".

5.  Period of the proposed Standing Offer

The proposed Standing Offer is for a period of one year, from
the date of award to July 31, 2015, including a one-year option.

The estimated value of the Standing Offer, including option, is
$ 575,000.00 (applicable taxes extra).

7.  Suppliers' right to submit a statement of capabilities

Suppliers who consider themselves fully qualified and available
to provide the goods, services or construction services
described in the ACAN may submit a statement of capabilities in
writing to the contact person identified in this notice on or
before the closing date of this notice. The statement of
capabilities must clearly demonstrate how the supplier meets the
advertised requirements.

8.  Closing date for a submission of a statement of capabilities

The closing date and time for accepting statements of
capabilities is July 23, 2014 at 2:00 p.m. (EAT).

sélectionné d'avance. Si pendant la période d'affichage, aucun
fournisseur ne présente d'énoncé de compétences répondant aux
exigences précisées dans le PAC, l'agent de négociation des
marchés pourra alors procéder à l'attribution du marché. S'il
est jugé, toutefois, qu'un énoncé de compétences répond aux
exigences précisées dans le PAC, l'agent de négociation des
marchés doit lancer le processus complet d'appel d'offres.

Les fournisseurs qui estiment être pleinement qualifiés et prêts
à fournir les produits ou les services décrits dans cet avis
peuvent présenter un énoncé de compétences à la
personne-ressource dont le nom figure dans le présent avis d'ici
la date de clôture, laquelle est aussi précisée dans l'avis.
L'énoncé de compétences doit démontrer clairement la façon dont
le fournisseur compte s'y prendre pour répondre aux exigences
indiquées dans le préavis.

Le numéro de dossier de TPSGC, le nom de l'agent de négociation
des marchés et la date de clôture du préavis d'adjudication de
contrat (PAC) doivent figurer en lettres moulées sur
l'enveloppe, ou sur la feuille d'accompagnement, s'il s'agit
d'un envoi par télécopieur.
