Standard Acquisition Clauses and Conditions Manual synopsis archive
This section contains previous Standard Acquisition Clauses and Conditions (SACC) synopses. The synopses are summaries of the changes to each version of the SACC that took effect on their release date. Many of the changes were made through Policy Notifications. Each synopsis is identified by a version number consisting of four digits representing the calendar year and a sequence number. For example, "Version 2012-1" identifies the first release for the calendar year 2012.

SACC Synopsis Version 2014-4
The following revisions to the Standard Acquisition Clauses and Conditions are included in Version 2014- 4, dated September 25, 2014.
Changes were made to the Integrity Provisions section to add “conditional or absolute discharges” everywhere that “acts or convictions” are mentioned, to ensure consistency of the terminology used in the SACC Manual and Supply Manual.
Corrections were also made to the French version of the Integrity Provisions, to delete the hyphen in “sous-conditions” which should read “sous conditions”.

SACC Synopsis Version 2014-2
The following revisions to the Standard Acquisition Clauses and Conditions are included in Version 2014- 2, dated March 13, 2014.
The Canadian Content Policy limits the competition for a covered procurement to Canadian goods/services if there is sufficient competition. Until now, “sufficient competition” was defined as: at least three (3) eligible suppliers (i.e. suppliers of Canadian goods/services). As a result of the Defence Procurement Strategy (DPS), sufficient competition for the Policy will now be defined as: at least two (2) eligible suppliers, as per PN-109U2 – DPS: Canadian Content Policy (effective March 13, 2014).

Consequently, the Fair Wages and Hours of Labour Regulations and the Fair Wages Policy Order are also repealed. As a result, Government of Canada construction contracts entered to after January 1, 2014 no longer require provisions relating to fair wages. However, contracts entered to before January 1, 2014 that contained fair wage provisions will continue to be enforced by the Labour Program.

Integrity Provisions
The revisions related to Policy Notification 107 – Integrity Provisions (2012-11-09) are included in this version. Please refer to the Policy Notification to view the affected SACC clauses. The updated provisions clarify instances where bidders are required to provide lists of names and when the public interest exception may be applied.
As an additional change, the participation in programs such as the Competition Bureau’s Leniency Program no longer provides an exemption to the integrity provisions.
