    BACKGROUND

    The National Capital Commission (NCC) is a federal Crown corporation created by Canada’s Parliament in 1959 under the National Capital Act.     INTENT

    The National Capital Commission (NCC) is seeking the services of an independent third-party consultant team to provide feasibility analysis and guidance to procure a District Energy System (DES) developer and operator for LeBreton Flats. The Consultant will act as an Owner Representative until such time as a DES developer and operator has been retained.

    BASIS OF SELECTION

    Contract award for this service will be based on the highest combined rating of technical merit and price.

    Enquiries regarding this tender must be submitted in writing by e-mail to Sr. Contract Officer, Emilie Scheckman emilie.scheckman@ncc-ccn.ca as early as possible within the solicitation period. Enquiries should be received no later than fourteen (14) calendar days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer not being provided. To ensure consistency and quality of the information provided to all Proponents, the Sr. Contract Officer shall examine the content of the enquiry and shall decide whether to issue an amendment. All enquiries and other communications related to this proposal sent throughout the solicitation period are to be directed only to the Sr. Contract Officer named above. Non-compliance with this requirement during the solicitation period can, for that reason alone, result in disqualification of a proposal.
