In 2010, the Government of Canada began planning for the construction of the Canadian High Arctic Research Station (CHARS) in Cambridge Bay, Nunavut. Led by (then) Department of Aboriginal Affairs and Northern Development Canada (Now Crown-Indigenous Northern Affairs Canada) and under the project management of (then) Public Works and Government Services Canada, construction started in 2013 and was completed in phases through 2016 and finally in 2020. In March 2023, custodianship of CHARS transferred from CIRNAC to Polar Knowledge Canada through an Order-in-Council.
Polar Knowledge Canada (POLAR) is the Federal Government agency established to operate CHARS.
In taking on custodianship, POLAR needs to be prepared to lifecycle manage its assets (material and real property) and comply with all requirements associated with management of Federal Government real property as required by Treasury Board Secretariat (TBS).
The objective is to obtain the services of 1 (one) senior resource under stream 4.5 Financial/Cost Specialist for Real Property to determine baseline reference levels for operating, maintaining and recapitalization of its real property assets at CHARS. TBS mandates several annual real property reporting requirements, including, but not limited to, a Real Property Management Framework. In addition to the reference levels, given CHARS location in the Arctic, POLAR will be seeking expertise and guidance in developing justifications related to, but not limited to, recapitalization of its assets; price and volume protection associated with annual operations and maintenance (O & M) costs.
