    Description

    This contract was awarded to:

    An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meet the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
    
    1. Definition of requirement:
    
    The Correctional Service Canada has a requirement to provide Elders Services to Aboriginal offenders at Springhill Institution. The work will involve the following:
    
    1.1	Objectives:
    To provide spiritual guidance and Aboriginal teachings to offenders.  To provide advice to the Management Team at Springhill regarding Aboriginal services to our clientele.
    
    1.2	 Tasks:
    
    The contractor must:
    •	Provide information to offenders through group discussions and individual counseling, including those offenders held in the Pathways unit, Regional Reception Centre, Segregation and Transition Ranges.
    •	Conduct various traditional ceremonies either in groups or individually, and providing spiritual services, i.e. sweet-grass, fasts, pipe ceremonies, family spiritual service, sweat lodges, etc., as deemed appropriate by the Aboriginal Elder.
    •	Conduct workshops for the Aboriginal offenders, regarding traditional and cultural beliefs using visual aids and other media.
    •	Provide individual counseling in the areas of Aboriginal spirituality and culture to enhance the Aboriginal offender's understanding of traditional beliefs and values.
    •	Conduct group discussions in fundamental objects and ceremonies of Aboriginal spirituality.
    •	Provide in a group setting, advice to offenders on issues of Aboriginal spirituality and culture.
    •	Provide advice and information to staff and management on issues of Aboriginal spirituality which impact upon the Institution.
    •	Provide counseling to offenders in emergency situations, e.g. a death in the family.
    •	Liaise with both Case Management staff and Aboriginal Liaison Officer to assist offenders in the Case Management strategies/process, parole applications and release planning.
    •	Provide other related services as agreed to between the Contractor and the Project Authority, which may include escorting inmates on temporary absences.
    •	Participate on various Case Management Boards to ensure that the Correctional Plans reflect Aboriginal Program input.
    
    The Aboriginal Elder, working with Springhill Institution management, shall conduct and monitor various Aboriginal ceremonies appropriate to the security level of the Institution by:
    •	Planning and preparing for various ceremonies ensuring that the appropriate Correctional Service of Canada personnel are aware of specifics.
    •	Ensuring a list of participants is made available to appropriate Correctional Service of Canada personnel.
    •	Ensuring that all appropriate materials are available for specific ceremonies.
    •	Scheduling of ceremonies so that they do not conflict with other activities or interfere with the security of the Institution.
    •	Ensuring that individuals participating in traditional events are monitored and counseled appropriately.
    •	Working in close consultation with the Case Management Team, Programs and Operations staff.
    
    
    The Aboriginal Elder shall expose institutional staff to various basic elements of traditional spirituality, upon request, and as deemed appropriate by:
    •	Facilitating group discussions on the topic on a regularly scheduled basis.
    •	Using audiovisual material, if appropriate, on the subject (the Project Authority will provide the necessary audiovisual equipment or rent any audiovisual material deemed necessary).
    •	Arranging for staff to take part in various ceremonies as deemed appropriate.
    
    The Aboriginal Elder shall assist Correctional Service of Canada staff with program development and monitoring Aboriginal spirituality programs by:
    •	Assisting in developing and presenting program proposals.
    •	Assisting Correctional Service of Canada staff in emergency situations by counseling problematic/troubled offenders.
    •	Developing schedules of various activities within the program.
    •	Making recommendations to Correctional Service of Canada on ways that might benefit all concerned.
    •	The Aboriginal Elder shall liaise with Correctional Service of Canada and the Aboriginal Elder community.
    
    1.3 Expected results:
    
    The results may lead to more Aboriginal offenders being housed at minimum security upon placement, placement on Aboriginal Healing Ranges, more releases on ETAs, and day parole and fewer transfers to higher security.
    
    Overall results include Aboriginal offenders learning traditional ways of life and insight into their offence cycle.
    
    1.4 Performance standards:
    
    Ensure that required Elder reviews are completed as per CSC policy.
    
    1.5 Deliverables:
    
    1.5.1	Aboriginal teachings and cultural awareness services are to be provided to offenders of Springhill Institution in line with tasks outlined in section 1.2
    
    1.5.2	Paper consumption: 
    
    a.	Should printed material be required, double sided printing in black and white format is the default unless otherwise specified by the Project Authority. 
    
    b.	The Contractor must ensure printed material is on paper with a minimum recycled content of 30% and/or certified as originating from a sustainably managed forest. 
    
    c.	The Contractor must recycle unneeded printed documents (in accordance with Security Requirements).
    
    1.6 Constraints:
    
    1.6.1	Location of work:
    
    	a.	The Contractor must perform the work mainly at Springhill Institution.  There will be a need to attend other institutions and communities as well as regional and national meetings. 
    
    		
    b.	Travel
    
    			
    			i.	Travel to the following locations will be required for performance of the work under this contract: areas preapproved by the AWI.
    
    			
    1.6.2	Language of Work:
    
    The contractor must perform all work in English for written work. 
    
    1.6.3 Security Requirements:
    
    This contract includes the following security requirements:
    
    a.	The Contractor must, at all times during the performance of the Contract, hold valid Designated Organization Screening (DOS) issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
     
    
    2. Minimum essential requirements:
    
    Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:  
    a.	Provide proof of being recognized as an Aboriginal Elder;
    b.	Have a minimum of six months experience working with Aboriginal people and must have a minimum of two years experience in the delivery of Elder Services to Aboriginal people;
    c.	Obtain liability insurance once the contract has been in place;
    d.	Obtain a CSC security clearance to the level of reliability at the time of contract award.
    e.	Be recommended by Aboriginal Elders to be a suitable candidate in the correctional environment.
    
    
    3. Applicability of the trade agreement (s) to the procurement
    
    This procurement is not subject to any trade agreement.
    
    4. Set-aside under the Procurement Strategy for Aboriginal Business
    
    This procurement is set-aside for an Aboriginal Supplier in accordance with the government's Procurement Strategy for Aboriginal Business (PSAB). Therefore, only suppliers who meet the definition of an Aboriginal business, as defined in the PSAB, may submit a statement of capabilities.
    
    
    5. Comprehensive Land Claims Agreement (s)
    
    This procurement is not subject to a Comprehensive Land Claims Agreement.
    
    6. Justification for the Pre-Identified Supplier
    
    Mr. Sylliboy has been recommended by his Aboriginal Elder peers and is supported by the Regional Administrator for Aboriginal Initiatives and the Assistant Warden of Interventions for the position.
    
    7. Government Contracts Regulations Exception(s)
    
    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection
    
    (d) only one person is capable of performing the contract.
    
    
    
    8. Exclusions and/or Limited Tendering Reasons
    
    This procurement is not subject to any trade agreement.
    
    9. Ownership of Intellectual Property
    
    Ownership of any foreground intellectual property arising out of the proposed contract will vest with the Contractor.
    
    10. The period of the proposed contract or the delivery date(s)
    
    The proposed contract is for a period of one-year, from August 18, 2014 to August 17, 2015 with an option to extend the contract for two, one-year periods.
