    1. Advance Contract Award Notice (ACAN)

    The Department of National Defence has a requirement for the provision of a radar test set, with user training. The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these goods and/or services to Intersoft Electronics. Before awarding a contract, however, the government provides other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the fifteen calendar day posting period.

    If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period that meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.

    If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.

    2. Definition of the requirement

    The Department of National Defence has a requirement for the supply of quantity 1 Test Set, Radar, NSN 6625-13-122-4923 with User Training.

    3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

    Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following requirements:

    1. NSN: 6625-13-122-4923, P/N: RASS-R, OEM: Intersoft Electronics

    2. Training on the overall capability of the RASS-R toolbox, which consists of the 3 subsections (Data Handling Module, Multi Radar Display 3, and Surveillance Sensor Performance Assessment Toolset Radar Comparator Mono/Dual).

    This procurement is subject to the Canadian Free Trade Agreement (CFTA) and the North American Free Trade agreement (NAFTA).

    4. Justification for the Pre-Identified Supplier

    Pre-identified supplier is the only OEM approved and tested radar test set used by Hensoldt (OEM) on the Area Surveillance Radar/Secondary Surveillance Radar (ASR/SSR).

    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work".

    5. Period of the proposed delivery date

    Test Set, Radar and training must be delivered no later than 29 March 2019.

    6. Cost estimate of the proposed contract

    Estimated value of the contract is CAD 75,000.00 (GST/PST extra).

    8. Suppliers' right to submit a statement of capabilities

    Suppliers who consider themselves fully qualified and available to provide the goods and services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    9. Closing date for a submission of a statement of capabilities

    Closing date and time for accepting statements of capabilities is 13 February, 2019 at 2:00 pm EST.
