Indian Oil and Gas Canada (IOGC) is a special operating agency of the Federal Government, reporting to the Lands and Economic Development Sector of the Department of Indian and Northern Development (DIAND), now referred to as Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC). IOGC is responsible for the management and regulation of oil and gas resources on First Nation reserve lands across Canada, primarily south of the 60th parallel. Most of IOGC’s activity is concentrated in the Western Canada Sedimentary Basin.
IOGC operates pursuant to the Indian Act, the Indian Oil and Gas Act, 2009, the Indian Oil and Gas Regulations, 1995, and other relevant guidelines and agreements. As part of its trust responsibility, IOGC is responsible for the receipt and subsequent verification of royalty payments for oil, natural gas and gas products extracted from Indian Lands.
IOGC monitors and verifies oil and gas production and sale prices so that First Nations receive their appropriate share of oil, gas and product volume from production entities. Field visits may be conducted to ensure the operator is in compliance with federal and provincial standards, sound industry practice with respect to the measurement and reporting of flow rates and volumes, safety of the public and safeguarding the environment.
Liaising with provincial regulatory authorities, e.g., Alberta Energy Regulator, Saskatchewan Ministry of Energy and Resources, and others which ensures that production surveillance duties are not duplicated by IOGC. The relevant authorities work cooperatively to ensure facility operators on and off First Nation reserve lands, and facility operators producing oil and gas on First Nation reserve lands, comply with federal and provincial regulations and standards, and sound industry practices.
IOGC requires consultant services to:
1) conduct oil and gas field inspections;
2) conduct oil and gas production audits;
3) conduct oil and gas examinations and investigations; and
4) provide training regarding measurement, allocation, reporting and production operations.
The solicitation is intended to result in the award of one (1) contract, for two (2) years plus up to three (3) additional one-year irrevocable options allowing Canada to extend the term of the contract.
