Electrical Retrofit Project for Closed Circuit Video Equipment (CCVE) and Intrusion Detection System (IDS) - Paulatuk, Aklavik and Ulukhaktok Detachments, Northwest Territories

The Royal Canadian Mounted Police (RCMP) “G” Division requires a Contractor to supply all labour, tools, material, equipment, supervision, travel and accommodations necessary to retrofit and upgrade electrical wiring from analog to digital for closed circuit video equipment (CCVE) and intrusion detection systems (IDS) at the following detachments located in remote areas of the Northwest Territories, which are only accessible by air. All employees and sub-contractors must possess the permits and certifications needed to undertake the required work.

• Paulatuk Detachment – work to be completed by October 31, 2021
• Aklavik Detachment – work to be completed by October 31, 2021
• Ulukhaktok Detachment – work to commence July 2, 2022 and must be completed by August 31, 2022

RCMP “G” Division will be responsible for the hook-up and connection of the CCVE and IDS equipment upon completion of the electrical retrofit by the Contractor.

This is the first phase (Phase-One) of a two-phase competition: the first phase will pre-qualify bidders based on mandatory requirements as per the attached Request for Qualifications; second phase (Phase-Two) will invite the qualified bidders to provide a financial bid on the project based on the specifications and drawings. The list of pre-qualified bidders resulting from Phase One will be valid for a period of 120 days upon notification of meeting the mandatory requirements or upon award of contract in Phase Two whichever comes first.

No further Request for Qualifications will be published for this solicitation.

There is a security requirement associated with Phase-Two of this requirement.

This requirement is subject to the following Comprehensive Land Claims Agreements:

The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).
