    Nature of Requirements:

    This requirement is subject to the COVID-19 Vaccination Policy for Supplier Personnel.

    The following is a summary of the statement of work for this requirement.

    The Correctional Service Canada has a requirement to provide haircutting services to CSC inmates at Springhill Institution.

    Objectives: To provide haircutting services to general population inmates as well as provide supervision and basic training to offender workers in a closed shop. 

    The Contractor must:

    • Provide basic hairstyling services, including shampooing, cutting, drying and assisting inmate barbers in basic haircutting techniques;
    • Notify Chief Institutional Services when unable to provide the barbering services, report to duty, or both;
    • Securely store barbering equipment, scissors and reporting any tool deficiencies to the Chief Institutional Services and Security;
    • Complete contraband searches within the shop and report any findings to the Chief Institutional Services.
    • Employ and supervise a maximum of 2 offenders identified by the project authority, who will be added to the waitlist by his parole officer and hired through the Correctional Intervention Board (CIB);
    • Train offender workers in proper haircutting procedures when necessary;
    • Complete Program Performance Assessments on offenders employed in the Barbershop;

      Deliverables:

      The Contractor must produce:

    • Basic reports regarding attendance, performance of inmate workers, search logs, observation reports. Contractor must provide all reports to the Chief Institutional Services.
    • Coordinate and maintain an inmate pass list on a daily basis;

      Term of Contract:

      Period of the Contract: The Work is to be performed during the period of July 1st, 2022 to June 30th, 2023.
