    Description
    The scope of work includes an evaluation of the Town’s existing Sanitary and Water mains to develop a long-term replacement plan. The town has an increasing inventory of SAN and WTR mains requiring replacement due to age, condition as well as mains that don’t meet current design standards. It is expected that the consultant will have demonstrated experience in reviewing, analyzing, and assessing SAN and WTR mains by age and material type as in place information may be limited. It is anticipated that the mains will be attached a condition and risk rating based upon condition, which can then be placed onto a capital plan based upon priority with costing. The final report shall include a 20-year capital plan and a 5-year replacement plan for highest priority mains. The work shall include a map of the areas to be completed and a cost estimate including anticipated costs for inflation. It is understood that it is hard to predict condition and needs looking at a 20-year time frame, but a goal will be to solidify a strong 5-year replacement program for poor condition, high priority mains, followed by a solid 15-year plan for replacement for capital and financial planning purposes. The Town will provide all know problem areas for WTR and SAN as well as any available CCTV info or known water pipe condition info to the successful consultant, but for the purposes of this RFP it should be assumed that minimal information is available on known condition and that relevant expertise will be required to determine condition and priority. The total project budget is $60,000. Of this $25,000 will be retained for CCTV inspections of known problem areas, and those sanitary mains determined to be in very poor condition to provide confirmation of the existing condition prior to finalization of the 5-year replacement plan. This amount will also cover any testing or leak detection that could be required or completed to inspect or verify watermain condition with the same rationale of known issues or very poor condition.
