The Town of Banff (the “Town”) is nestled in Canada’s first National Park in the Rocky Mountains approximately 1.5 hours West of Calgary. Approximately 8,500 residents live in Banff with a varied age structure and cultural backgrounds.
The Town is looking for a consultant or team of consultants/recreational space designers, etc. (the “Consultant”) to help meet the Project Goals identified below in the Request For Proposal (the “RFP”).
The Fenlands Banff Recreation Centre is currently home to two ice arenas, a curling rink, small fitness room, bookable meeting rooms, concession space and gathering spaces, and hosts a variety of public drop-in sessions and community classes and programs. The fitness room and a seasonal indoor turf surface were added to the facility in 2022 with the intention of the fitness room being expanded in the future. The Fenlands has approximately 140,000 users and spectators visit The Fenlands each year.
The Fenlands Banff Recreation Centre underwent a major expansion in 2009. This resulted in renovating the existing arena, building a second one, a four-sheet curling rink, and the addition of meeting and gathering spaces that service residents and special events. At that time, The Fenlands also included a purpose-built wing that was partially subsidized by a local hockey academy - Banff Hockey Academy (BHA) - that operated out of the facility. However, in 2019 the BHA was sold and moved to southern Alberta leaving the BHA spaces vacant. The BHA spaces included a physio room, dressing rooms and office space.
Recognizing an opportunity to engage with residents to see how they would like the space used in the future, the Town underwent a thorough public consultation process. The consultation process, called The Fenlands Future was a two-phased project led by a thirdparty consultant team. The first phase of the project included engagement with residents to determine what activities they enjoy doing at The Fenlands currently and what they might like to do there in the future. Once the top activities were identified by residents, phase two commenced and included working with a consultant to develop very high-level concept site plans that reallocated the wing and other underutilized spaces to the top priority activities residents wanted to see at The Fenlands and in their community. As it was determined that all activities could not be accommodated in the existing spaces and a footprint expansion was not possible due to existing site constraints, phase two of the public consultation had residents selecting which amenities they would prefer in each of the spaces.
