Work inlcudes, bust is not limite to the following:
1. Regional Water facility is able to maintain non-fireflow pressures in the Town system, but an inserta-valve needs to be installed in order to isolate the pumphouse & reservoir without impacting nearby landowners – the Town of Stettler will perform this work prior to construction (proponents do not need to include a cost for this item). This project is planned for 2024/2025 construction. However, as the Stettler Regional system is providing water to the Town while the pumphouse is shut down for construction, the pumphouse shall not be out of operation during peak water usage season: May to September. Work that does not require pumphouse shutdown can occur outside of this time frame.
2. Supply new outside diesel generator complete with concrete pad, conduit and wiring back to plant, and security fencing and man gate. The proposed backup generator should include but is not limited to: Level 2 sound attenuated enclosure c/w cold weather gear and subbase fuel tank (24hr) for exterior placement. The site plan shows the preferred generator location (adjacent to the building), but proponents may propose reasons to use the alternative generator location.
3. Removal of existing 150HP pump and motor. Supply and install new main breaker, splitter, feeder breaker and VFD motor starter for new 50HP pump. Existing utility meter, distribution panel and transformer, 50HP distribution pump feeder breakers and VFD motor starters to remain.
4. Removal & replacement of existing Flow Meter, two (2) Singer Valves.
5. The existing pressure monitoring setup at the outlet of the reservoir to the Town has several pressure gauges and is overly-complex. Investigate and simplify the pressure monitoring system.
6. As several of the gate valves within the pumphouse are old, the Town of Stettler would like provisional pricing for the replacement of many of the valves; see Appendix D – (Provisional) Piping & Valve Schematic. Upon award of the contract, these items may or may not be included as part of the work, dependent upon Town budget.
7. Confirm existing grounding system is in compliance with the electrical code and electrical authority having jurisdiction.
8. Termination of relevant controls/wiring in existing control panel. I/O replacements for new items as required.
9. Coordination of control panel programming with Shane Instruments (Town of Stettler subconsultant), Email: shane@qualcon.ca. The Town of Stettler will hire Shane Instruments directly, and proponents do not need to include costs for them in this RFP.
10. Co-ordination of all installation activities with Town operators.
11. Connection and coordination of programming to PLC and SCADA as required.
12. All necessary wiring and appurtenances for all items as required.
13. Testing and commissioning for all new items.
14. O&M manuals, commissioning, and training.
Contract duration
The estimated contract period will be 7 month(s), with a proposed start date of 2024/09/10.
