Red Deer Polytechnic - Request for Qualification - Energy as a Service Project

The purpose of this RFQ is to invite interested parties to submit Responses indicating their interest in and their qualifications for a subsequent procurement process for the Energy as a Service Project. RDP is seeking to enhance energy efficiency, reduce energy consumption and reduce Greenhouse Gass emissions. Based on these Responses, RDP intends to qualify the number of Respondents set out in RFQ Section 4.3.4 (STEP 4 - Selection) in accordance with RFQ Section 4.3 (Qualifications Review Criteria), to be invited to participate in the next stage of the Competitive Selection Process, the RFP Stage. A Draft EaaS Agreement will also be provided as a part of the RFP document(s) as input to the negotiations of a final EaaS Agreement. Submissions are required to be submitted electronically through MERX. Submissions must be in English. Mandatory Requirements: Responses shall include completed Appendix A-4 Respondent Submission Form and Appendix A-5 Confidentiality and Non-Disclosure Agreement (Respondent signature required only) Respondents are required to provide Audited financial statements for the last three years and an Officer's Certificate from the Chief Financial Officer or an authorized signing officer of the Respondent that the financial information provided is complete and accurate. Selection Criteria: Evaluation Categories are Part A: Financial Submissions Requirements include; Financial Capacity (Pass/Fail), Financing Experience, Essential Commercial Criteria and Part B: Technical Submissions Requirements include; Organizational Experience and Capabilities, Team Experience and Capability, and Value Add.
