    Description
    Background The City of Lethbridge acknowledges that we are gathered on the lands of the Blackfoot people of the Canadian Plains and pays respect to the Blackfoot people past, present and future while recognizing and respecting their cultural heritage, beliefs, and relationship to land. The City of Lethbridge offers respect to the Metis and all who have lived on this land and made Lethbridge their home. As a part of the Parks Asset Renewal Program, under the Capital Improvements Program (CIP) budget, the City of Lethbridge (City) is undertaking a program to repair areas suffering from poor drainage in City parks. For the 2024 construction season, this program will include the analysis and repair of up to five (5) sites. Through increased development, and subsequent storm water and irrigation runoff, some areas in several City parks do not have adequate grade to transport runoff to the appropriate storm water facilities. Consequently, these areas are subjected to constant saturation and/or standing water. This is resulting in unusable open space; problems with maintenance, foul odors, and insects; and, in some cases, saturation of neighboring residential properties. Parks has received a number of complaints from residents in 2023-2024 regarding poor drainage in several parks. This project will repair those areas to make the park spaces usable for residents. Scope This project’s objective is to address drainage issues at five (5) different parks in the City of Lethbridge. The scope of work will include, but not limited to, topographic survey layout, reviews with the Engineer representative and City Parks Department, coordination of Bull Trail work with the hired archaeologist, coordination of the irrigation system with City Parks, utility locates and confirmation, public notices, as built information following construction activities, monitoring erosion control, progress meetings, construction administration for payments, and submissions for any necessary submittals. The following sites are: 1. Bull Trail Park • The work zone begins near the top of the existing staircase to the bottom of the Coulee. The repair consists of find grading and cleaning along the trail, establishing a ditch complete with water bars to divert runoff, installation of storm pipe under pathway and pathway restoration. Bull Trail will require an archaeologist (to be hired by the City) to be onsite while any groundworks is completed. The schedule for work at Bull Trail Park will need to be flexible as it requires coordination with the hired archaeologist to ensure the Historic Resources Impact Assessment required by the Province of Aberta is complete. If the site schedule cannot be met by either party, the Bull Trail Park site will be removed from the scope of work for this project by the City of Lethbridge. 2. Canyons Park • The repairs consist of addressing a flat surface behind existing home, northeast from the pond’s\waterfall feature. The work includes installation of drain tile, landscape catch basins, sod and mulch restoration, and connection to an existing storm manhole. 3. William Pearce Park • Repairs required to address the inadequate runoff behind existing homes, east of the canal, include sod restoration, fine grading a low-profile v-ditch and establishing new high points and low points to promote suitable storm water runoff. 4. Chinook Lake Park • An area north of the fence line suffers from poor drainage which results in ice buildup over the existing pathway throughout the winter months. To address this, work consists of establishing a low-profile ditch, landscape restoration, trenchless installation of a storm pipe underneath existing pathway, landscape catch basin installation, and rip rap repairs. 5. Ravine Park • The center of this park suffers from poor runoff due flat areas. The repairs include establishing low profile ditches, drain tile installation new landscape catch basins, connection to an existing storm manhole, sod and mulch restoration, and fine grading. The work to be completed under this Contract consists of supplying all materials, equipment, products, labour and transportation to complete the 2024 Parks Drainage Repair construction project as per the attached design package. Work will include, but is not limited to: • Prime Contractor responsibilities • Project management • Interpretation of the design • Coordination of activities and personnel • Quality control • Construction surveys and layouts • Traffic and pedestrian safety and accommodation • Safeguarding of work areas • Turf removal, topsoil stripping, and re-grading • Material salvage • Rip-rap placement • Limestone pathway construction • Weeping tile, drainpipe and landscape catch basin installation • Coring into existing concrete catch basins • Irrigation adjustments, relocations and/or repairs • Topsoil placement and finish grading • Mulching • Sodding • Landscape rehabilitation • Protection of completed work areas All work performed under this Contract shall be covered by a two (2) year warranty period. The contractor will be responsible for these areas and shall establish a visual perimeter with lathe and flagging to prevent damage caused by maintenance activities (e.g. mowing) until the substantial completion certificate is signed off, at which time the City of Lethbridge will take over maintenance responsibilities. Any specific maintenance requirements (e.g. watering) shall be communicated in writing to the City at that time
