Thorhild County - Request for Proposal - Request for Proposals: Assessment Services

Thorhild County seeks to enter into a contract with an external firm to provide assessment services for the County including the preparation of annual assessment of parcels per the assessment summary (as attached to this RFP as Attachment “1”). The contract is to set out levels of service to both the Province and the County. According to Section 289(1) of the Municipal Government Act (MGA), “Assessments for all property in a municipality, other than designated industrial property, must be prepared by the municipal assessor.” This assessor must be approved by Council under Section 284.2(1) of the MGA and must be a licensed Accredited Municipal Assessor of Alberta (AMAA). The County invites proposals from qualified assessment firms to provide assessment services for a five-year term, with the possibility of one five-year extension. The initial five-year term shall commence April 1, 2025, and terminates on March 31, 2030. A 20% selective inspection of parcels, representing an overall five-year inspection cycle of all properties is required. In addition to the yearly property assessments, the contract with the County will involve the provision of other assessment related activities including, but not limited to: •Being knowledgeable and keeping up to date on current market values; •Being available to respond to questions and working with property owners to address complaints with the goal of minimizing assessment appeals; •In the event of an appeal, appearing in defense before the Local Assessment Review Board (LARB) or the Composite Assessment Review Board (CARB); •Providing support and assessment related advice to Council and Administration; •Preparing an annual report of assessment values in electronic form compatible for input into the County’s current assessment system.
