Phase 1 – Parks, Open Space & Active Transportation The Parks, Open Space, and Active Transportation service provides access to parks, open spaces, and pathways for leisure and recreational purposes. The service is delivered through a combination of County activities and agreements with third parties / local groups. The objective of this service is to ensure that residents and the public can safely and efficiently access parks, open spaces, and pathways for a variety of leisure, recreation, and active transportation activities, toward enhancing their quality of life and personal wellness. Phase 2 – Recreation, Leisure, and Culture Facility Access & Programming The Recreation, Leisure, and Culture Facility Access and Programming service provides residents with access to recreational / community / cultural facilities and programming. The service is delivered through the County’s service partners (e.g., community groups) or adjacent municipalities through funding from the County. The objective of this service is to enable residents to access facilities and participate in programs for a variety of recreational / community / cultural activities to enhance their quality of life and personal wellness. As the County grows and the diversity of our residents expands, expectations for recreational amenities and programming are changing. There is a growing demand for local facilities and programming that the current service delivery model is challenged to meet. In addition, there is a growing risk and challenges for operating agreements with facility operators and maintenance requirements.
