    Town of Beaverlodge - 2025 Road Rehabilitation Program 5th Avenue (10th Street to 11th Street) Tender Submission Deadline: May 15, 2025 at 2:00:00 p.m. local time The Town of Beaverlodge invites qualified contractors to submit sealed tenders for the 2025 Road Rehabilitation Program. This project involves the complete rehabilitation of 5th Avenue between 10th Street and 11th Street in Beaverlodge, Alberta. PROJECT SCOPE The project involves comprehensive road rehabilitation, including: Road Reconstruction Complete removal of existing asphalt through milling processes Waste excavation and subgrade preparation Installation of geotextile reinforcement (Class 3A Enhanced Woven) Subgrade reinforcement (150mm thickness) Granular base course installation: 280mm depth subbase (Designation 4 Class b or c) 120mm depth base (Designation 4 Class b or c) Asphalt concrete pavement: Prime and tack coats 50mm bottom lift (Mix Type ACR12.5, PG 46-34) 40mm top lift with antistripping additive (Mix Type ACR12.5, PG 46-34) Asphalt reinforcement grid installation Concrete Infrastructure Replacement Removal of existing curbs, gutters, and sidewalks Installation of monolithic curb, gutter, and sidewalk (2.0m width) Installation of monolithic curb and gutter Construction of separate sidewalks (marked as "deletable" items) Installation of pararamps Underground Utility Work Sanitary manhole repairs (Types 1 and 4) Frame and cover salvage and reinstallation Adjustment of water distribution system valves to grade Site Restoration Pavement markings (stop lines, crosswalks) Replacement of private driveways and walkways (asphalt, gravel, brick, and concrete) Topsoil placement and sodding with required maintenance Reinstallation of salvaged signage PROJECT TIMELINE Start Date: June 15, 2025 Completion Date: August 29, 2025 (STRICT DEADLINE) Penalty for Late Completion: $1,500 per calendar day Note: The completion date will not be adjusted due to weather conditions. Contractors must plan accordingly to complete all work by the deadline. BIDDER QUALIFICATION REQUIREMENTS Safety Certification Prime Contractors: Must provide a Certificate of Recognition (C.O.R.) from the Alberta Construction Safety Association for work values of $50,000 or more Sub-Contractors: Must provide a C.O.R. for work values of $25,000 or more Contractors/sub-contractors not meeting this requirement will not qualify Insurance Requirements Comprehensive General Liability: $5,000,000 per occurrence (including cross liability) Automobile Liability: $5,000,000 per accident Contractor's Equipment Insurance: Coverage sufficient for immediate replacement Fire Insurance: Not less than 80% of total value of work and materials delivered All policies must be from companies authorized to do business in Alberta Certificates of Insurance must be provided prior to work commencement Bonding Requirements Bid Security: 10% of tender price (certified cheque, bid bond, or irrevocable letter of credit) Consent of Surety: Required from a surety company licensed in Alberta Upon Award (within 10 days): Performance Bond: 50% of total contract value (including GST) Labour and Material Payment Bond: 50% of total contract value (including GST) Both bonds must remain in force for minimum 2 years Experience and Qualifications Tenderers may be required to complete a "Tenderer's Questionnaire" demonstrating necessary experience, personnel, and equipment The Town will evaluate bids based on multiple criteria including: Ability/skill to provide goods/services Performance capacity and timeliness Character, integrity, reputation, and experience Past performance quality and efficiency Financial resources Equipment and personnel resources Litigation history with the Owner SUBMISSIONS MUST INCLUDE Completed and sealed Tender Agreement Form 10% Bid Security (certified cheque, bid bond, or irrevocable letter of credit) Consent of Surety Material supplier information (cannot be changed post-tender without authorization) Completed Schedule of Quantities with pricing Affirmation that the tender is submitted without collusion SPECIFICATIONS AND STANDARDS All work must conform to: City of Grande Prairie Design and Construction Manuals Aquatera Utilities Inc.'s Construction Manual Transportation Association of Canada (TAC) Guidelines SPECIAL REQUIREMENTS Traffic Accommodation Strategy (TAS) required prior to construction Environmental Construction Operations (ECO) Plan required prior to construction Temporary walkways must be provided to all dwellings if access is disrupted Working hours: 7am to 10pm local time (exceptions require prior approval) Items marked "Deletable" in the Schedule of Quantities may be removed at Owner's discretion without compensation Strict procedures for material testing and quality control Hand-delivered notices required for all disruptions to residents/businesses Contractor is responsible for locating and protecting all utilities Two-year warranty on all restoration work TENDER SUBMISSION Sealed tenders must be submitted online through bids&tenders™ platform and addressed to: Town of Beaverlodge 1016 - 4 Avenue Beaverlodge, Alberta T0H 0C0 Deadline: May 15, 2025 at 2:00:00 p.m. local time The tender remains irrevocable for 90 days after closing.
