INTRODUCTION
Westlock County is issuing this Request for Qualification (RFQ) to pre-qualify suppliers capable of supporting a multi-facility deep energy retrofit and electrification initiative. This RFQ is the first stage of a multi-stage procurement process; shortlisted firms will be invited to participate in facility-specific Requests for Proposals (RFPs).
All projects and subsequent RFPs are fully dependent on external project funding approvals. Final scope, scheduling, and contract awards may be adjusted based on the outcome of grant confirmation.
This RFQ is non-binding and serves as a Parent Opportunity for a staged procurement framework.
PROJECT BACKGROUND
Westlock County is advancing a portfolio of modernization projects aimed at reducing energy consumption, electrifying mechanical systems, improving building envelopes, enhancing operational monitoring, and modernizing aging electrical and mechanical infrastructure. These projects support:
• The Energy Stewardship & Community Prosperity Initiative (ESCPI)
• The Westlock County Energy Policy
• Long-term GHG reduction objectives
• Ongoing facility renewal and operational resilience
• Requirements for Emissions Reduction Alberta (ERA), Municipal Climate Change Action Center (MCCAC), Federation of Canadian municipalities (FCM), and additional grant funding agencies.
Facilities included in this RFQ:
• Public Works Shop (PWS)
• 9 Pump Houses: Busby, Dapp, Fawcett, Jarvie, Pibroch, Pickardville, Vimy, Airport Pump House, & Tawatinaw,
• Long Island Lake Maintenance & Operations
• Westlock Aerodrome Terminal
Supporting technical documents are included to provide context for potential scopes of work but do not guarantee project execution until funding is confirmed.
Project Description & Required Services
The County intends to complete a range of envelope, mechanical, electrical, SCADA, EMIS, geothermal, and monitoring upgrades across multiple facilities.
All scopes are subject to change based on final grant approvals.
Projects may proceed individually, in grouped phases, or may be canceled depending on funding outcomes.
Energy Monitoring Information Systems (EMIS), Supervisory Control and Data Acquisition (SCADA) & Sub-Metering Services
A. Utility Bill Monitoring
i. Automated ingestion of electricity, gas, and water bills
ii. Benchmarking and variance reporting
iii. Required for compliance with external funding programs
B. Energy Management as a Service (EMaaS)
i. Asset-level real-time energy diagnostics
ii. Sub-metering and monitoring for commissioned systems
iii. Supports ERAs Strategic Energy Management for Industry (SEMI) Program reporting and performance validation
C. SCADA Replacement / Modernization
i. Simplified system for County’s water distribution-only operations
ii. Modern pump, pressure, level, and flow monitoring
iii. Minimal proprietary software preferred
iv. Integration with EMIS optional
D. Sub-Monitoring
i. Fire Station water consumption metering
ii. Utility sub-metering in Busby & Pickardville
iii. EMIS integration
Building Envelope Services
A. Public Works Shop (PWS)
i. Air sealing based on ASHRAE Level 2 audit recommendations
ii. Air barrier remediation
B. Pump Houses (All 9 Sites, Including Tawatinaw & Airport Pump House)
i. R-40 wall insulation
ii. R-60 roof insulation
iii. Air curtains or vestibules
iv. Air sealing and structural remediation
C. Long Island Lake Maintenance & Operations
i. Twin-framing existing structure with 2×8 walls
ii. Expand Store
iii. Underground Water Tanks – 3300 gal x2
iv. R-40 walls and R-60 roof insulation
v. Enhanced air barrier.
D. Westlock Aerodrome Terminal
i. R-40 wall insulation
ii. R-60 roof insulation
iii. Full air sealing and thermal bridging mitigation

B. Aerodrome Terminal
i. Ground Source Heat Pump
ii. Heat pump DHW or electric tankless
iii. Ventilation modifications
C. Long Island Lake Pump House
i. Cold-climate heat pump
ii. Heat pump DHW
iii. Variable speed pumps
iv. Ventilation improvements
D. Pump Houses (All 9 Sites)
i. Ground Source Heat Pumps
ii. Air curtains
iii. Ventilation upgrades
iv. Mechanical connection to SCADA/EMIS
v. Tawatinaw – bring natural gas to pump if electricity not viable
Electrical Systems & Power Modernization
A. Public Works Shop (PWS)
i BESS installation (transformer reduction, peak shaving, resilience)
ii Electrical modifications for all new mechanical systems
iii Panel upgrades and distribution improvements
B. Pump Houses, Long Island Lake & Airport Terminal
i. LED lighting upgrades
ii. Electrical integration for heat pump systems
iii. SCADA/EMIS connectivity
iv. Tawatinaw - Assess possibility of BESS & 3-Phase electrical pump.
