    Description
    The County of St. Paul (the “County”) seeks innovative proposals from interested parties for the following: Roadside mowing of County road allowances during the summer of 2026, 2027, 2028 with the possibility of an additional two years pending satisfactory completion of the task and mutual agreement on terms. Kilometers (km) of mowing shall vary slightly year to year but generally will be more than 2600km and equal to or less than 3000km. The mowing is to be completed between July 10 and September 15 of each year. The total amount of roadside mowing completed in any given year is expected to be no less than 2,600 kilometers and no more than 3,000 kilometers. These kilometer totals represent total mowing kilometers, not road kilometers, and include mowing on both sides of the roadway, including first pass mowing, second pass mowing where applicable, and additional width cuts on designated roads. The Work shall be performed annually for the duration of the contract term. Mowing operations shall generally occur between July 10 and September 15, subject to weather and site conditions. In the event of significant inclement weather, the time frames for completion of the Work may be reviewed and adjusted by mutual agreement between the County and the Contractor. The County reserves the right to adjust mowing priorities within the defined scope as operational needs require. Shoulder mowing shall include a 15 foot cut immediately adjacent to the driving surface on both sides of the roadway. In areas where a full 15 foot cut is not feasible, a minimum cut width of 8 feet is required. An additional width cut refers to an extension of the shoulder mowing beyond the standard 15 foot cut, completed during the second mowing pass on designated roads. All vegetation, including woody growth up to 1.5 inches in diameter, must be uniformly cut to an approximate height of 4 to 6 inches. Mowing shall be conducted so that no debris is deposited on the road surface. Mowing shall not be carried out where excessive damage is occurring to the right of way. The Contractor shall take special care to avoid damage to County infrastructure, including but not limited to signs, culverts, approaches, and guardrails. Any damage caused or observed during the Work shall be reported to the County as soon as practicable.
