    Description
    This project involves procuring professional consulting services to develop a comprehensive Business Continuity Plan (BCP) for the Municipality of Jasper. The purpose of the project is to ensure the Municipality can maintain or restore critical municipal services within acceptable timeframes during and after operational disruptions. The scope of work includes: • Conducting a risk assessment specific to Jasper’s operational and hazard environment • Completing a Business Impact Analysis (BIA) to identify and prioritize critical municipal services and functions • Developing continuity and recovery strategies for prioritized services • Establishing governance structures, decision-making authorities, and activation thresholds aligned with municipal policies • Addressing workforce continuity, including the impact of staff reassignment to emergency response roles while maintaining corporate operations • Developing a training, testing, and maintenance framework to support long-term sustainability • Reviewing and recommending improvements to the existing Business Continuity Policy and developing supporting Administrative Procedures • Delivering practical tools, templates, and implementation resources to support operational readiness This procurement is classified as professional consulting services, requiring specialized expertise in business continuity management, emergency management integration, and municipal governance. The outcome of this project will be a fully implementable Business Continuity framework, including a Business Continuity Plan, supporting governance documents, and operational tools, aligned with Alberta emergency management practices and municipal policy requirements.
