Alberta Transportation and Economic Corridors requests the submission of proposals for:
NORTHERN RAIL CORRIDOR STUDY
Alberta Transportation and Economic Corridors requires the services of a Consultant to:
Conduct a comprehensive feasibility and strategic assessment of northern rail corridor options to strengthen Alberta’s trade and infrastructure network, including:
- Evaluation of economic, logistical, and environmental feasibility for each potential corridor route (e.g., Alberta–Alaska, Alberta–Churchill, Alberta-Grays Bay).
- High level consideration of regional rail access initiatives in northern Alberta, including Fort McMurray Suncor and a Highway 686 rail alignment, strictly for contextual and comparative purposes.
- Analysis of trade potential, projected volumes, and opportunity costs compared to alternative projects (e.g., BC coast rail expansion or pipeline to Churchill). Assessment of how proposed corridors integrate with existing rail infrastructure to alleviate bottlenecks and improve operational efficiency.
Conduct a thorough review of regulatory requirements, compliance mechanisms, and risk management strategies related to the development of northern rail corridors. The review should identify opportunities to strengthen governance and oversight capabilities with a focus on improving coordination and effectiveness. This includes examining provincial, federal, and international regulatory hurdles, assessing environmental and social compliance requirements including Indigenous consultation obligations, and developing strategies to integrate risk mitigation and operational oversight into planning processes. Recommendations should also outline governance models which ensure accountability and alignment with best practices.
Develop a comprehensive analysis of trade and revenue opportunities associated with northern rail corridors to enhance Alberta’s competitiveness in global markets. This includes identifying key commodities and products which could be shipped via each proposed route, assessing market outlooks and demand trends, and estimating potential increases in trade volumes. The analysis should also evaluate how improved northern rail access could reduce transportation costs, open new export pathways, and attract private sector investment. Recommendations should highlight strategies to maximize economic benefits while ensuring alignment with Alberta’s long-term trade and infrastructure priorities. Recommendations should also highlight alignment with federal objectives, such as trade diversification and enhanced Arctic security.
Conduct a detailed assessment of the infrastructure investments required to develop northern rail corridors, including track construction, upgrades to existing rail lines, terminals, and supporting facilities. The review should provide high-level cost estimates for each proposed corridor and evaluate potential delivery models, including public-private partnerships. The review should also provide an assessment of federal funding and/or financing programs that could be accessed to support project delivery. This objective also includes analyzing how new infrastructure would integrate with Alberta’s current rail network to improve efficiency and alleviate bottlenecks, while ensuring alignment with long-term transportation and trade strategies.
THE PROPOSAL MUST BE SUBMITTED IN TWO SEPARATE FILES: PART ONE (QUALIFICATION SUBMISSION) AND PART TWO (FEE PROPOSAL), PDF DOCUMENTS BOTH LESS THAN 10MB IN SIZE.
No payment will be made by Alberta Transportation and Economic Corridors for costs incurred in the preparation or submission of this proposal. Selection of the Consultant will be based on the best overall value to Alberta Transportation and Economic Corridors and not necessarily the lowest cost estimate.
