Portage College - Request for Proposal - Corporate Credit Card Provider

The successful Proponent will provide, at minimum: issuance and administration of both card types; transaction processing and settlement; an online program management and reporting platform; integration with the College's existing financial and expense management systems; configurable spending and approval controls; ongoing account management and support; and a volume-based rebate structure proposed by the Proponent. The intended contract term is five (5) years in total, inclusive of any optional extension periods, commencing on or about August 1st, 2026. Security and compliance requirements include, at minimum: • Full PCI-DSS compliance, with current certification provided • Real-time fraud monitoring, detection, and alerting • Configurable, card-level spending limits and merchant-category-code (MCC) restrictions • Cardholder authentication and secure, role-based online access controls • Data encryption both in transit and at rest • Secure, auditable transaction reporting and record retention • Timely data-breach notification and incident-response support • Compliance with applicable Canadian privacy legislation governing College and cardholder data Proponents must describe their security architecture, certifications, and incident-response protocols in their response. Anticipated annual card charge volume is approximately CAD $1,200,000. This is an estimate only and carries no guaranteed minimum. The College pays all card balances in full on a monthly cycle and does not incur interest charges; Proponent compensation derives from interchange and the program economics proposed. The estimated total contract value over the full five-year term represents anticipated gross charge volume and does not constitute a committed spend or an amount payable by the College to the successful Proponent.
