Description
This Request for Proposals (the “RFP”) is an invitation by Rocky View County (the “County”) and the City of Calgary (the “City”) to undertake an update to the Rocky View–Calgary Intermunicipal Development Plan (IDP). The IDP is a statutory planning policy document that establishes a framework for coordinated land use planning, growth management, infrastructure coordination, and intermunicipal collaboration between the two municipalities. To support this work, Rocky View County is seeking two distinct but complementary consulting services through this procurement: 1. Engagement Consultant, responsible solely for public and interested parties' engagement activities; and 2. Planning Advisor, responsible for providing technical planning, research, policy, and advisory services. The purpose of this RFP is to engage qualified consultants to support a transparent, informed, and well-coordinated IDP process that reflects intermunicipal interests, statutory requirements, and long-term growth objectives.
