Description
Comprehensive review of the Municipality's solid waste management system. The Consultant will characterize existing conditions, evaluate two to three modernization options using 20-year lifecycle cost analysis, and compare municipal and contracted service delivery models. The review will deliver a recommended strategy and high-level implementation roadmap to Council in advance of the October 2027 EPR implementation deadline. Proponents must demonstrate experience with municipal solid waste, recycling, and organics studies, working knowledge of Alberta's EPR program, and lifecycle cost analysis for municipal infrastructure.
