Description
The intent of this Request for Qualification (“RFQ”) is to solicit Submissions, in accordance with the requirements described in this document, from Respondents interested in providing Design Build Services for the Project herein described.
As part of the Province’s ongoing investment in educational infrastructure, this Request for Qualifications (RFQ) relates to the procurement of Design-Build services for the delivery of the New 6 – 9 in NE Calgary CityScape. The Project consists of the design and construction of a new middle school facility with an opening and full build-out capacity of 1,225 students and a total building area of approximately 10,540 m².
The Project will be delivered using a Design-Build (DB) procurement model, under which the successful Proponent will be responsible for the complete design, coordination, and construction of the facility in accordance with the requirements of the Agreement and supporting contract documents.
The Province has retained a Bridging Consultant to prepare the bridging documents, including the Minimum Material Requirements (MMR) and Additional Performance Requirements (APR). These documents will establish the technical, functional, and performance criteria for the Project and will be issued to shortlisted Proponents during the Request for Proposals (RFP) stage.
The bridging documents are intended to define the minimum standards required by the Province while enabling Proponents to propose innovative, efficient, and value-driven solutions that meet or exceed those requirements.
At the time of issuance of this RFQ, the Project has progressed to the 30% Design Development stage through the bridging process. Shortlisted Proponents will be expected to build upon this level of design definition in the RFP stage, refining and advancing the design in accordance with the Project requirements.
The Province anticipates that the Project will be delivered within an approximate duration of 36 months from contract award, which includes construction, commissioning, and the required warranty period.
The scope of work for the Project will generally include, but is not limited to:
• completion and advancement of the design in accordance with the bridging documents.
• construction of the school facility and supporting site works.
• coordination with utility providers, authorities having jurisdiction, and stakeholders.
• commissioning and quality assurance activities; and
• delivery of the Project in accordance with the Agreement requirements for schedule, cost, and performance.
The Project is expected to address the needs of a growing community in northeast Calgary and will be delivered in alignment with Alberta Infrastructure’s standards for functionality, durability, lifecycle performance, and value for money.
Contract duration
The estimated contract period will be 24 month(s), with a proposed start date of 2026/11/02.
