This invitation is open to any interested and capable Proponents who are able to commit the necessary resources to meet the schedule and to complete this assignment on behalf of the Department.
Alberta Transportation and Economic Corridors requests the submission of proposals for:
YEG RAIL CONNECTION STUDY
Alberta is growing rapidly, with over 5 million residents as of October 2025, making it the fastest-growing province/territory in Canada. Based on the Government of Alberta’s forecasts, in 60 years the population of Alberta could more than double, with 86 per cent of future population in the Calgary-Edmonton corridor. Alberta’s two largest cities, Calgary and Edmonton, operate established LRT and mass transit systems that continue to evolve through planning reviews and service expansions. This project will assess the optimal rail-based transit connection between the Edmonton International Airport (YEG) and the City of Edmonton’s LRT and mass transit network and downtown Edmonton, that makes sense for Edmonton and the region both in the short term and aligned with Alberta’s Passenger Rail Master Plan (the “Master Plan”).
Alberta Transportation and Economic Corridors (“TEC”) has completed the Master Plan as the foundation for advancing passenger rail in the province. The implementation of the services envisioned in the Master Plan's 30-Year Network will transform how Albertans travel, supporting growth and economic opportunities for the fastest-growing province in Canada.
Alberta Transportation and Economic Corridors (the “Province”) requires the services of a Consultant to generate the following studies and deliverables, including a final comprehensive report:
Review potential passenger rail connections between the Edmonton International Airport (YEG) and the City of Edmonton’s LRT and mass transit network, including a potential direct connection from the airport to downtown Edmonton;
Assess ridership opportunities and how that impacts ridership forecasts (including to/from St. Albert and Spruce Grove) of the 30-Year Network proposed in the Master Plan;
Develop and implement a detailed stakeholder engagement plan and undertake the engagement activities (i.e. open houses, information sharing, etc.) identified in the engagement plan; and,
Identify a recommended corridor for the passenger rail service considering infrastructure and regulatory requirements, phasing for introduction of service, and effective use of public funds.
THE PROPOSAL MUST BE SUBMITTED IN TWO SEPARATE FILES: PART ONE (QUALIFICATION SUBMISSION) AND PART TWO (FEE PROPOSAL), PDF DOCUMENTS BOTH LESS THAN 10MB IN SIZE.
No payment will be made by Alberta Transportation and Economic Corridors for costs incurred in the preparation or submission of this proposal. Selection of the Consultant will be based on the best overall value to Alberta Transportation and Economic Corridors and not necessarily the lowest cost estimate.
Contract duration
The estimated contract period will be 28 month(s), with a proposed start date of 2026/08/31.
