County of St. Paul No. 19 - Request for Proposal - Professional Financial Audit Services for the County of St Paul

    Description
    The County is soliciting the services of qualified firms of certified public accountants with experience (including rural-specific) and interest to the annual financial municipal audit services and related review engagements including Local Authorities Pension Plan (LAPP) and the County of St. Paul Library Financial Review. These comprehensive annual audits are to be performed in accordance with generally accepted auditing standards for municipal governments recommended by the Canadian Institute of Chartered Accountants. Financial Statements are prepared to conform to Generally Accepted Accounting Principles (GAAP) and Canadian Institute of Chartered Accountants (CICA) handbook and/or Public Sector Accounting Board (PSAB) requirements. The auditor’s opinion will be directed toward the fairness and presentation of the financial statements in accordance with GAAP. The auditor will also provide compliance reports as required under federal and provincial legislation. The successful firm would also act as a consultant, providing accounting and financial expertise when required.
