Description
This Request for Proposals (the “RFP”) is an invitation by the City of St. Albert (the “City”) to prospective proponents to submit proposals for Downtown Utilities Renewal Project – IPD Design Consultant, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).
The selected Prime Consultant will lead the team through the validation, detailed design, and execution phases for the purpose of providing prime consulting services to complete the design for Downtown Utilities Renewal Project that consists of potential sanitary, storm and water main upgrades. The work will address capacity constraints triggered by the proposed residential development at 22 St. Thomas Street, support the City’s long-term sanitary servicing strategy, and incorporate opportunities for coordinated water and storm main renewals to maximize construction efficiencies and optimize asset lifecycle management.
This project includes detailed design for DARP Phases 2 and 3 (AE Feb 2017 Report), addressing sanitary capacity constraints associated with new development at 22 St. Thomas Street, and incorporates the strategic diversion of flows from the Hillside (Old Fire Hall 1) Lift Station to the Twilight Lift Station. The scope also includes coordinated water and storm main renewals.
This project will be executed using an Integrated Project Delivery (IPD) methodology and contractual framework. Proponents must demonstrate experience in collaborative project delivery and a commitment to working within an IPD team structure.
It is the City’s intent that once a full IPD Team is selected through multiple procurement processes, that the City and each of the selected entities in the IPD will enter into a negotiation to finalize a multiparty agreement. The form of agreement that will be used as the basis for negotiations is the Canadian Construction Documents Committee (CCDC) 30 attached as Appendix A to this RFP. The agreement will require joint, active management by the IPD Team.
Contract duration
The estimated contract period will be 35 month(s), with a proposed start date of 2026/10/16.
