NOI 23-043 - Low-income Telecommunications

The City of Calgary provides notice of its intent to partner with Rogers Communications Canada Inc. (“Rogers”) for a pilot to recognize Fair Entry eligibility to participate in the Rogers Connected for Success program, which involves the provision of low-cost telecommunication services that are offered through the program, which may include internet, TV, or wireless (collectively, “Services”), to low-income households. The scope of the project is based on the following key principles: • Aligning to The City’s Digital Equity Strategy goal of connecting people to the internet • Benefitting low-income Calgarians; quality of life improvement • Leveraging more fee-reduced services for The City’s Fair Entry program • Keeping eligibility screening consistent • Streamlining requirements to minimize administrative burden • Raising awareness among clients of available subsidies • Starting as a pilot to determine what’s possible for the long-term The City of Calgary’s Fair Entry program administers an income and residency assessment for low-income Calgarians accessing fee-reduced programs. New and existing Fair Entry-eligible households will have the option to access fee-reduced Services provided by Rogers without additional eligibility screening. Notice is hereby given by The City of Calgary (“The City”) of its intent to enter into contract with Rogers, for the access of fee-reduced Services by Fair Entry-eligible households for the next one (1) year with the option to extend into a long-term program. There are no monetary funds being exchanged between The City and Rogers.
