SCADA Upgrade Project

The City of Calgary Water Treatment SCADA system has been in use by Water Services since the 1980’s and was installed and supported by the same Schneider Electric SCADA group. It is used to remotely monitor and control critical infrastructure across the city for the purpose of storage, transmission and distribution of potable water. This infrastructure includes, but is not limited to, pump stations, reservoirs, regional metering, pressure monitoring, and frost monitoring sites. The system was expanded in 2010’s to provide monitoring and control of the Field Operations. It is used to remotely monitor and control critical infrastructure across the city for the purpose of wastewater collection and stormwater drainage. The infrastructure includes, but is not limited to, sanitary lift stations, storm water lift stations, river gauging stations, river outfall and storm trunks, and retention ponds. The current Water Treatment sites SCADA system is currently in need of upgrading. The City of Calgary SCADA upgrade will be from OASyS DNA to Enterprise SCADA 2022(ES2022) or higher. “Notice is hereby given by The City of Calgary (“The City”) of its intent to enter into contract with Schneider Electric Systems Canada Inc., for the provision of upgrading Water Treatment Plants SCADA systems to SCADA 2022(ES2022) or higher for the next five (5) years. Subject to the budget availability, the contract may be renewed for two (2) additional five (5) year terms It is the intent of The City to award this contract for the following reason(s): The Supplier is the sole authorized entity to sell,integrate,and maintain AVEVA’s Enterprise SCADA solutions in the water market.The Supplier is the only entity capable of providing a full turn-key AVEVA Enterprise SCADA solution and providing ongoing Level 1 Support. Statement of NWPTA / CFTA / CETA exemption • The New West Trade Partnership Agreement (NWTPA) Part V Exceptions, section C Government Procurement item 2 exemption (g) where it can be demonstrated that only one supplier is able to meet the requirements of a procurement, applies. • As per Canada Free Trade Agreement (CFTA) Article 513 Limited Tendering section (b): if the goods and services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exists to ensure compatibility with existing goods, or to maintain specialized goods that must be maintained by the manufacturer of those goods or its representatives. •As per the Canada Free Trade Agreement (CFTA) article 513: Limited Tendering, Section (c): for additional deliveries by the original supplier of goods or services that were not included in the initial procurement, if a change of supplier for such additional goods or services: (i) Cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, software, services, or installations procured under the initial procurement; and (ii) Would cause significant inconvenience or substantial duplication of costs for the procuring entity.
