Description
This proposed 3 year Option-to-Renew contract will provide road maintenance and deactivation for the Prince George Business Area. All work is located south of Mackenzie and west of McBride. Minor construction and major structure installation work may be included as a part of the maintenance program. Maintenance projects will be issued on an as-and-when basis. It is the contractor’s responsibility to supply the Professional of Record for all sealed engineered prescription provided by the Ministry. When actioning deactivation works, it is expected that the contractor will be equipped with water pumps that are capable of diverting stream-flow during culvert removals and where requested, provide an environmental monitor.
The list of works to be completed will be subject to change depending on the outcome of referrals and prescriptions. Prescriptions will be completed by BCTS staff and released to the contractor for their action. All work for future years will be located within the Prince George Forest District. Work may include but is not limited to the following:
• Spot surfacing and road gravelling
• Pullout construction, maintenance, and/or extension
• Ditch and road slump repairs
• Culvert maintenance, replacement, and installation
• Road grading and packing
• Sign maintenance
• Gravel pit development
• Bridge installations, removals, or repairs
• Road deactivation and/or reactivation
• Beaver stop installation
• Snow plowing
• Right-Of-Way brushing
• Grass seeding and fertilizing
• Minor road construction
• Right-of-way mechanical brushing with an excavator mounted brushing head

Deadline for receiving questions is 4:30 pm on January 4th , 2023. If questions are received, a Question & Answer document will be posted to BC Bid by January 6th, 2023.
Tender submissions must be submitted in accordance with the terms and conditions specified in the tender package.
The lowest priced or any tender will not necessarily be accepted.
Be aware that BCTS has made changes to its EMS and SFM programs to meet the updated 2022 Sustainable Forestry Initiative (SFI) Forest Management Standard. Changes impacting BCTS clients include new training requirements (Table 008-1, 008-1A, Tailgate Training, SFI Awareness documents, and new Indigenous rights awareness training, as well as changes to training frequency and a new continuing education component). In addition, note changes to EMS/SFM Environmental Field Procedures and Incident Reporting Procedures which occurred June 1, 2022.
Supervisors and workers will need to be familiar with these changes prior to commencement of operations. These documents are posted on our external EMS/SFM website at BC Timber Sales - Business Area Environmental Management System (EMS) and Sustainable Forest Management (SFM) - Province of British Columbia (https://www2.gov.bc.ca/gov/content/industry/forestry/bc-timber-sales/forest-certification/ems-sfm). As a condition of finalizing any service contracts with the Province, including service contracts arising from procurement processes, those contracts will require that all contractors and their personnel and any subcontractors and their personnel who will access BC government workplaces be fully vaccinated with COVID-19 vaccines approved for use in Canada, subject to any authorized exemptions. Such contracts will contain associated provisions required by and satisfactory to the Province regarding the foregoing, which may include provisions regarding mitigation measures for exempt personnel, compliance, enforcement, and the use of an attestation certifying compliance or presentation of a BC Vaccine Card by personnel.
Unverified bid results will be posted to BC Bid after tender opening and once awarded the contract award results will be available on BC Bid.
