On behalf of the Forest Analysis and Inventory Branch (FAIB) of the Ministry of Forests (the “Ministry”), the Natural Resource Information and Digital Services Division (NRIDS) is soliciting proposals for a suitably qualified vendor that can primarily provide software requirements, specification, design, development, testing and implementation, system enhancements and upgrades, as well as project management and elements of maintenance and training (referred to as the “Services” hereafter) for the modernization of the Variable Density Yield Projection (VDYP7) Application (VDYP) used to support the delivery of the project known as the “Variable Density Yield Projection Application Modernization Project”.
VDYP7 is a Province owned application used by government, industry and public for strategic planning, decision-making and forest land stewardship, most importantly the Province’s Annual Allowable Cut (AAC) determination.
VDYP7’s core model is written in a dated computer language (FORTRAN4) that does not allow for high level error detection and requires a Java native interface to convert and then move data into the application. This severely hinders the accuracy and functionality of the application. In addition, there is an extended core wrapper written in C+ that manipulates input and output data from their native formats to formats required to run the core modules, it also includes various modifications made to adjust calculations of the core to address recent environmental conditions.
VDYP7’s extended core and core modules, as further described in Section 3.2, are accessed through one of 4 interfaces, 3 of which are in use repeatedly by both internal and external users.
The “Variable Density Yield Projection Application Modernization Project” is a new project approved to start in February 2023. The main objectives of the project are to:
The initial term of the proposed Contract will be 3 years. The Province anticipates that a Contract will be in place by January 2023, with work beginning in February 2023.

- Modernize the application to improve the accuracy and quality of data used for strategic planning, decision-making, and forest land stewardship (particularly for AAC determinations).
- Modernize the system to allow for faster data runs and less unknown error messages.
- Transform the system into modern technology to reduce the dependency on a single vendor developer; and make the tool more responsive to changing social, economic, and business needs.
The initial term of the proposed Contract will be 3 years. The Province anticipates that a Contract will be in place by January 2023, with work beginning in February 2023.
