Description
The Forest Improvement and Research Management (FIRM) Branch of the Ministry of Forests is seeking a proponent to provide, on an as, if and when requested basis, Geographic Information Systems (GIS) services to support the FIRM Policy and Planning section and Forest Genetics section.
The anticipated term of the Contract is for 1 year, with an option to extend for up to 2 additional term(s) of one year each, exercisable by the Province in its sole discretion.

Note that the Services contemplated in this RFP are currently provided by Forsite Consultants Ltd.. Forsite Consultants Ltd. Did not participate in the preparation of this RFP and is not ineligible to submit a proposal for the opportunity under this RFP by reason of being the incumbent contractor.
Unless an exception applies as described in Section 2.29 b), as a condition of Contract finalization the successful Proponent will be required to provide the Province with a Tax Verification Letter. Please see Section 2.29 for further details. As set out in Section 2.29, the Province will be unable to finalize a Contract with a Proponent that is unable to produce a Tax Verification Letter as a part of Contract finalization, if required.

FIRM requires GIS services and support for:
- The ministry’s priority climate action “Climate Based Seed Transfer” (CBST) project, including support, maintenance, enhancement and hosting of a custom ArcGIS Web Mapping API using JavaScript with a client driven data input and map interface;
- Spatial and non-spatial analyses to assess the risks and impacts of the specific CBST policy options compared to the existing seed /seedling planning, reporting and delivery model, including risks and impacts to:
- natural stand and seed orchard seed deployment (areas of use)
- seed orchards (area of use, design, capacity)
- natural stand seed procurement (collection areas, genetic source)
- seed inventories v. seed orchard species plans (timelines, seed production & genetic gain forecast
- Spatial and non-spatial analyses related to seed planning and seed use, using Seedlot Area of Use spatial data, RESULTS Planting Activity spatial data and other datasets in the BCGW;
- Map production to support the Policy and Planning section and the Forest Genetics section;
- Assistance with maintenance of FIRM’s spatial datasets in the BCGW;
- Producing scripts (Python 3) for geospatial analysis and data management.
